God's Lake Soil Remediation Project

The project will involve the excavation of approximately 1,240 m3 of petroleum hydrocarbon (PHC) impacted soil from a Former Indian Agent Lot site in God's Lake Narrows. It is also anticipated that an approximate volume of 3,490 m3 of non-impacted soil will require temporary removal (recycling) to facilitate the cleanup and provide for safe excavation side slopes. The PHC impacted soil will be hauled to a new community landfarm, constructed for the project, for treatment. A new soil treatment facility and access road will be constructed for the project, adjacent to a new community landfill (currently under construction).

Construction work will commence with the construction of a new community landfarm. Landfarm construction activities will include clearing and grubbing of 1 hectare of forested area, grading the cell floor, followed by the installation of a 60 mil HDPE liner and non-woven geotextiles. Perimeter ditching and berms, erosion control mats, a sump, and monitoring wells will also be included in the design layout. Site preparation activities at the remediation site will include the installation of silt fencing and minor clearing and grubbing. Remediation of the PHC impacted soils will be accomplished through excavation and hauling of the impacted soils by truck to the new landfarm facility. Soil vapour concentration screening procedures will be used to guide the excavation limits. The final limits of the excavation (vertical and horizontal extents) will be subject to confirmatory laboratory analysis based on CCME residential guideline values. The excavated area will be backfilled with clean soil from a selected borrow area. Biodegradation of the PHCs at the landfarm will be accomplished by spreading the impacted soils across the treatment facility in lifts, followed by periodic tilling and application of nutrients. Once treated to the regulatory standards the treated soil will be hauled to the community landfill for utilization as cover material.

June 12, 2022 – The public period on the project is closed. Indigenous Services Canada is considering comments received to help inform its determination on whether the carrying out of the project is likely to cause significant adverse environmental effects.
