  • The CN rail hub should not be built in Milton in order to protect the environment and the health and safety of the town's residents, workers, and future students. It will be steps from the "protected" Niagara Escarpment, residential neighborhoods, the Mattamy National Cycling Centre, and the future Wilfred Laurier campus on Tremaine. Not only will traffic congestion, noise, and pollution be an issue but so will the safety of residents, cyclists, future students, and motorists. Milton has a unique opportunity to grow and thrive as a sporting (cycling) and educational capital attracting visitors, students, residents, and future workers at the university. Will this be possible when we have to contend with hundreds of trucks on Tremaine every single day? Milton is also developing a massive park system and those efforts are being undermined by the federal government and CN rail by introducing this major environmental disaster in Milton. If the CN hub project does go ahead, ignoring the outcry from local residents, town and provincial governments, the least the federal government can do is to ensure the carbon footprint of this operation is negative and not offset elsewhere. Operations at the yard and trucking should be zero emission using EV trucks and locomotives. Make CN invest in the clean future of Milton, just as we are.

Based on NRCan’s scope of review – which focused on quantitative hydrogeology (i.e., groundwater quantity, dynamics and flows) – the Department’s views/input provided to date remain unchanged. However, it is worth noting that given the increased depth of the reconfigured pipeline (13.4m), the closer it will be to the bedrock and sand and gravel layer (which likely corresponds to the units used for water supply in this area). This highlights the importance of NRCan’s recommendation to complete monitoring to confirm that pre-construction groundwater flow patterns and quality are maintained. Presumably, this change in pipeline configuration is something that the OEB/CER is abreast of, and they would be able to weigh in on any additional risk of contamination in the event of a leak (and if the proposed mitigation measures adequately address this potential risk).   • I am disgusted at the hypocrisy by this Goverment with repect to this Intermodal project. For almost 2 years I and many others were not allowed to work due to the Pandemic. My industry was shut down and the reason given, was to protect our HEALTH! I lost Tens of Thousands of dollars, which will NEVER be recouped. As the Gov stated, this was to protect our HEALTH! Suddenly when it comes to CN and thier profit, health is NOT that important. An exhausting enviromental impact study was completed by professionals, CHOSEN by the Goverment, which included the following assessment " adverse HEALTH and enviromental impacts" will be the result of the project. How is it that our health is no longer important? If this is the case, then I expect to be reimbursed for the tens of thsousnads I lost and all mandates currently in place (to protect us from Covid) be lifted and NEVER implemeted again. The Gov cannot have it both ways, health is important when Covid rears its ugly head, but, "adverse HEALTH impacts" on the citizens of a town are of no concern when it comes to CN and thier profits. Minsiter Wilkinson completely disregarded his duties as Enviromental minister, when he approved (with conditions) the project. He did this after reading the report which stated "adverse Health and ENVIROMENTAL" impacts will be the result of this project. I dont beleive he spent any seriuos, if at all time in Milton. In fact, Oxford county was willing to have the project in thier vicinity, which was not near any housing, hospitals, long term care, and schools as it will be here in Milton.   • Dear Members of the Impact Assessment Agency of Canada regarding CN's Intermodal Hub Proposal for Milton Ontario. I have been following the CN Intermodal Hub plan with great interest. We have purchased a new condo that is being built in Milton and will move there in late 2021, so we have a strong vested interest in this project. As an aside, ironically, the condo we purchased will a “Net Zero” building and that is precisely why we chose this location to purchase. Next to no other low rise condo builders in Canada are offering such low carbon footprint residences. Early on, I had assumed it was obvious that CN’s Intermodal Hub plan would be rejected. Who in their right mind would build such a facility right next to a large residential community. Surely the prospect of a 24/7 operation with 800 trucks per day coming and going and the resulting pollutants and noise and negative health impacts to families in this community would never be approved. The objective of removing large numbers of long haul trucks from Canada’s highways is of course a terrific objective for the health of our country and our planet. It helps Canada move forward towards its climate change goals of reducing our GHG emissions. But how do we deal with a proposal that is great for Canada but very harmful to residents of a community like Milton? I have no idea what other competing sites CN considered for this Intermodal Hub. If there are truly no other preferred sites that would limit the impact on a residential community, then the discussion should turn towards the challenge of dramatically reducing the negative impacts on the community in Milton. IAAC also requested that CN provide additional information on three matters related to municipal interests, specifically: 1. CN’s views on the impacts that the Project may have on the regional planning frameworks that are currently in place and possible measures to mitigate these impacts; 2. CN’s views on the impact that the Project may have on municipal development charges and possible measures that CN could take to mitigate these impacts; and 3. CN’s plans for future Project expansions and use of lands surrounding the Project development area.   • CN Milton Logistics Hub Project: Comments on Draft Conditions August 21, 2020 Annex 1 Page 1 of 67 # Condition Comments/Rationale Suggested Revisions 1 Definitions 1.7 Daytime means from one hour before sunrise to one hour after sunset, as calculated by the National Research Council of Canada for Hamilton (Ontario). • CN notes that the only reference to daytime in the conditions as drafted pertains to noise (see Condition 4.8); in this regard, the Canadian Transportation Agency (CTA) guidance on noise (Railway Noise Measurement and Reporting Methodology, available on-line at https://otc- cta.gc.ca/eng/railway_noise_measurement) refers to daytime hours as those between 7 am and 10 pm and nighttime hours as those between 10 pm and 7 am. • Using these hours to define daytime in this condition would allow consistency in the noise measurement and reporting conducted by CN, which must follow the CTA guidelines. • CN also notes that the definition of daytime as drafted would result in a variable length of daytime during which activity may be undertaken throughout the year. While this may pose no constraint in summer months, the shortness of daytime by this definition during the winter could constrain on-site activity, as sunrise occurs at almost 8 am and sunset before 5 pm in Hamilton in December. • Using a fixed definition of daytime instead of one that varies throughout the year will facilitate compliance. Regarding the few mitigations that might be acceptable, there is no means of enforcing or regulating these mitigations once this project is constructed and in operation.
