Reasons for a Federal Assessment

On January 11, 2007, it was determined that an environmental assessment was required in relation to the project because Canada Economic Development for Quebec Regions considered providing financial assistance to the proponent.

Project Description (as posted in the Notice of Commencement)

The project concerns upgrading to standards the drinking water installations of the municipality of Weedon. The scope of the project covers the following activities / interventions, including its indissociable elements: groundwater prospecting activities; construction of a permanent well with a capacity of 700 000 m3 / year; construction of a complete service building; pumping mechanism;landscaping, including the installation of a safety fence around the well; construction of access roads; installation of a pipe measuring about 2.7 km connecting the new well to the new reservoir; construction of a reservoir with a vertical turbine pumping station; drinking water supply treatment system for the removal of manganese; chlorination system; drinking water supply pipe measuring about 300 metres, connecting the reservoir to the existing water supply system; operation of the ground water aquifer; restoration of the site (roads); closure and decommissioning of the well at the end of its operational life; all other elements related to the project.

Final Decision

A decision was taken on March 5, 2009 and was that the authority may exercise any power or perform any duty or function with respect to the project because, after taking into consideration the comprehensive study report and taking into account the implementation of appropriate mitigation measures, the authority is of the opinion that the project is not likely to cause significant adverse environmental effects.

Follow-up Program

It was determined that a follow-up program to verify the accuracy of the environmental assessment and/or determine the effectiveness of any measures taken to mitigate the adverse environmental effects is required for this project.
