Dock Rehabilitation – Keefer Terminal, Port of Thunder Bay

The Thunder Bay Port Authority proposes to rehabilitate existing dock infrastructure at Keefer Terminal.  The project is funded by Transport Canada under the the National Trade Corridors Fund (NTCF).   The proposed project is split into 2 phases with different timing, as follows:   

• Phase 1 – Cargo Ramps No. 9 - 12:  permanent infill and decommissioning.   All work is at deck level only. There are no in-water works, no pile driving, and no disturbance to the lakebed associated with this component.  Construction, pending required approvals, is planned for fall 2026.

• Phase 2 – Cargo Ramps 1, 2, 3 & 4:  replacement of Cargo Ramps No. 1 and 2;  structural strengthening of Cargo Ramps No. 3 and 4; underwater pile repairs, deck soffit repairs, and pavement replacement across Docks 1, 2 and 3, and replacement of bollards, fenders, and curbs.   Construction, pending required approvals, is planned for 2027.

Latest update

The authorities intend to make a determination regarding whether the carrying out of the project is likely to cause significant adverse environmental effects.    To help inform this determination, the authorities invite the public comments until July 22, 2026 respecting that determination.
