We appreciate the opportunity to review the Initial Project Description and to engage in a dialogue about this important development. After consulting with our Council and Administration, we have identified several key areas of concern and interest. These include: Environmental Concerns: Potential impacts on local wildlife and their habitats, particularly species that hold cultural significance for our community. Changes to water quality and availability, which are vital for both our daily lives and traditional practices. Social and Economic Impacts: Effects on community health and well-being, including concerns about potential pollution and noise from the plant. Opportunities for employment and economic development for our members, balanced with concerns about equitable access to these opportunities. Cultural Heritage: Preservation of sacred sites and traditional land use areas that may be affected by the project. We apologize for missing the initial deadline to respond. However, East Prairie Métis Settlement remains very interested in continuing the conversation and would like to set up a meeting to discuss the project further.   • Hello Ashifa,   Following up on our continued conversation regarding the Black Bear Power Plant proposal and notification that information provided to date would be available for public viewing.    In addition, please be advised that any assessments and reports provided by SRFN are preliminary in nature. As identified, the initial site assessment does not present a complete and thorough evaluation of the project and potential impacts and infringements to SRFN members Treaty and aboriginal rights. A more complete impact assessment, as identified and determined by SRFN will need to be conducted in order to fully assess the planned project and to explore potential and meaningful mitigations and/or accommodations. Swan River Rights & Territory Swan River holds inherent and constitutionally protected rights (Swan River Rights) in respect of the lands and waters in Treaty No. 8. Representing citizens in five territories and twenty-two districts. Recognition of the Otipemisiwak Métis Government as the authorized representative of its citizens is most recently confirmed by the signing of the Métis Nation within Alberta Self‐Government Recognition and Implementation Agreement on February 24, 2023. The Black Bear Power Plant Project is proposing to construct a new natural gas power plant, with a capacity of 460 MW that will incorporate carbon capture and storage to reduce greenhouse gas emissions. The project is sited on pine and mixed wood forest that was clearcut in 2005, in an area with extensive oil and gas disturbance. The opera�on of the project will require addi�onal pipeline and transmission line construc�on, the exact loca�ons or which are not yet finalized. AWA does not support con�nued development of natural gas infrastructure.   • Please say NO to this project.  We don't need more fossil fuels, we are in the midst of a climate crisis.  Effluent in water and soil is tested on animals at least once a month.  And animals are killed as "pests", get hit by cars (remember Nakoda?), and lose habitat.

  • As a Town Councillor for the Town of Swan Hills, I eagerly await further development of this project. The employment opportunities for our municipality will be very welcome. As a private citizen of Alberta, I am excited to see such an innovative project proposal for a clean energy power generation project that includes carbon capture considerations as an integral aspect of the proposed facility and its operation. After reading through the Initial Project Description, it appears that the potential impacts of the proposed Black Bear Power Plant Project will be very similar to (and possibly even less than) already existing industrial plants and oil and gas operations operating in this region. I welcome this innovative clean energy addition to Alberta's power production capacity and it's potential socioeconomic benefits to the entire region.

Canadian Navigable Waters Act (CNWA) Crossings It is not probable the proposed works crossing waterways (i.e. pipeline and transmission line crossings) on waterways associated with Black Bear Power Plant (BBPP) would require approvals from Transport Canada (TC) under the Canadian Navigable Waters Act (CNWA). Section 21.2.5, Use of Navigable Waters in the Initial Project Description (IPD) states that there are no navigable waters within the BBPP area. TC’s Navigation Protection Program (NPP) has reviewed and affirms this determination. Waterways that are not navigable are not regulated by the CNWA. As such, any works, such as watercourse crossings, in, on, over, under, through or across these waterways do not require a CNWA approval.
