The Manitoba Eco-Network (MbEN) and the Wilderness Committee (Manitoba) are sending this letter to support Fisher River Cree Nation’s (FRCN) request for the federal government to designate the Sun Gro Expansion project under section 9 of the Impact Assessment Act (S.C. 2019, c. 28, s. 1). This project involves the addition of licensed areas to the proponent’s peat mining lease quarry. This is considered a major alteration, and thus requires an application (and assessment) under The Environment Act (C.C.S.M. c. E125). The proposal is currently in the planning stages. As of December 20, there is no application posted on the provincial public registry. This creates a perfect opportunity for the federal government to work with the province to develop a cooperative approach to reviewing this proposal. In doing so, it would be the first designated assessment to be undertaken in the province since the Impact Assessment Act came into force. As you are aware, peat harvesting has significant potential negative impacts. The FRCN letter clearly documents potential negative adverse effects specific to federal jurisdiction, including impacts on wetlands, fish and fish habitat, migratory birds and greenhouse gases. Good afternoon , Firstly allow me to identify who I am and why I am writing to you . I am the current president of the Lake St. George and Lake St. Andrew’s Cottage Association . Our friends and neighbours from Kinonjeoshtegon First Nation have kindly shared with us this information regarding the proposed peat harvesting project at Sugar Creek . Our purpose in writing to you today is to fully support the concerns which they have made very clear . Jennifer Your understanding is correct that Sun Gro will not be diverting water from a natural water body to another natural water body. They will be constructing drainage ditches within the Sugar Creek Bog Sub Areas B, C, D, and E to reduce the water saturation within the perched groundwater within the peat to allow for peat harvesting. The attached .kmz file provides the outline of the four Sub Areas, which are all located on Provincial Crown Land. KGS Group is in the process of preparing the Environment Act Proposal to obtain the required Environment Act Licence for peat harvesting. While we have completed the baseline water quality and biological surveys we are still in the process of preparing the project description, environmental assessment and public/Indigenous engagement. As such at this time I can only provide high level details as you requested. The main project components will include: an access road from PR 325 to Sub Area C a staging area within Sub Area 3 bog roads within and connecting the Sub Areas drainage ditch system in the areas with harvestable peat within each Sub Area sedimentation ponds and an outlet ditch with a gated culvert which discharges drainage water to the southeast, which will eventually reach an existing drainage ditch south of the site. Major project activities include constructing the access and bog roads, clearing vegetation and surface soils, excavating and trenching drainage ditches, harvesting and stockpiling unprocessed peat, transporting and restoring harvested peatland.
