Thank you for the opportunity to comment and provide comment.   

Under the International and Interprovincial Power Line Damage Prevention Regulations (IPLDPRs),  the proponent would be required to obtain consent from the federally regulated power line company (Manitoba Hydro or MH) before conducting any ground disturbance activity, constructing a facility in the Prescribed area [the power line right of way (ROW)], or driving vehicles or mobile equipment across the prescribed area/power line ROW outside of a publicly travelled roadway.  This is usually done in the planning stages of an activity in the case of construction of a facility.
