The draft Regional Assessment of Offshore Oil and Gas Exploratory Drilling East of Newfoundland and Labrador is deeply flawed. This report does not adequately assess the impacts of offshore oil and gas exploratory drilling, nor does it meet the purpose of the Committee (which must be clarified) or the requirements of the Impact Assessment Act. Throughout the report there is a disregard for available science about emissions from exploratory drilling, as well as known sensitive habitats. They have also shown a disregard for the four recent significant spills and any cumulative effects of drilling. As a GIS professional, I support technological development of a decision-support system but the implementation does not allow for effective decision-making whatsoever.

As such, this report must be considered incomplete and cannot be applied to future Regional Assessments. Adequate consideration must be given to all future developments which may disturb functional, sensitive and otherwise valuable marine habitats and ecosystems.
