Notice of intent to make a determination

Shoal Lake Cree Nation Road Repair and Upgrades – Public Comments Invited

 

August 26, 2024 – Indigenous Services Canada must determine whether the proposed Shoal Lake Cree Nation Road Repair and Upgrades is likely to cause significant adverse environmental effects. To help inform this determination, Indigenous Services Canada is inviting comments from the public respecting that determination.

The Proposed Project

Shoal Lake Cree Nation is proposing to repair and upgrade approximately 11 km of existing roadways within the community core area. The proposed project involves subgrade preparation of the existing road surface and placement of clay fill to build the road surface up to provide adequate cover on culverts, placement of traffic gravel on the surface of the clay road surface, replacement of existing culverts as necessary to promote positive drainage, grading of the existing ditching to ensure positive drainage, and adjustment of manholes and valves where required. The project is intended to improve the overall safety and drivability of the access roads in and out of the community for all vehicles, including emergency vehicles, medical taxis, school buses and residences.

Site preparation activities include stripping of topsoil from within roadway ditches. Construction activities will consist of excavating/filling existing roadways and ditching to design elevations, application of aggregate and surfacing materials to the road surface, application of topsoil,  and seeding of disturbed areas. Operation and maintenance procedures will include standard road maintenance activities  (i.e. grading, gravelling, mowing of vegetation in ditching, etc.).
