Notice of intent to make a determination

Shoal Lake Cree Nation Lagoon Upgrades – Public Comments Invited

July 12, 2024 – Indigenous Services Canada must determine whether the proposed Shoal Lake Cree Nation Lagoon Upgrades project is likely to cause significant adverse environmental effects. To help inform this determination, Indigenous Services Canada is inviting comments from the public respecting that determination.

The Proposed Project

Shoal Lake Cree Nation is proposing to upgrade existing sewage collection and treatment infrastructure. The project includes of construction of a new facultative lagoon, with a 4.36 hectare sized primary cell and a storage cell sized to 90,880 cubic metres capacity. The new lagoon will be located approximately 2 kilometres southeast of the community core area. The project also includes construction of approximately 450 m of new roadway to provide access to the lagoon from the existing roadway network, and installation of approximately 1.6 km of sewage force main extending from the existing lagoon to the new primary cell. The existing lagoon, located 1 kilometre south of the community core area, will be decommissioned and returned to a natural vegetative state.

Construction activities will include tree clearing, topsoil stripping, excavation of the lagoon to cell floor elevations and placement of earthen fill to construct the perimeter berms, excavation and grading to ditching and roadway elevations, installation of force mains, backfill, and topsoil replacement.

All anticipated waste generated by construction activities will be disposed of at designated off-reserve facilities.
