Site Flooding Correction at Central Heating Plant- Canadian Forces Base Kingston

May 31, 2024 — The Department of National Defence must decide whether the proposed project is likely to cause significant adverse environmental effects.

To help inform this decision, the Department of National Defence is inviting comments from the public on the project and its potential effects on the environment. All comments received will be considered public. For more information, individuals should consult the Privacy Notice on the Registry website.

The Proposed Project

The Department of National Defence (DND) has proposed a project. This project is being completed to address flooding issues at the Central Heating Plant, herein known as the Site. Currently, these flooding issues are impacting drainage at the Site and causing contaminated water from the Oil-Water Separator (OWS) to spill out onto the parking lot adjacent to the Site. Work under this project will include, but is not limited to:

  • An upgrade to the storm and sanitary systems;
  • Modifications to the sanitary piping, the OWS and accompanying alarm system;
  • Grading the parking lot to prevent current pooling conditions from continuing, and;
  • Re-paving the Site (as required).

It is expected that grading activities will involve excavation work which may result in excess soils.
