Kinonjeoshtegon - CHRT 41 - CFS CENTER AND ASSOCIATED BUIDLINGS - P048401 - 2425 – Public Comments Invited

April 16, 2024 The Indigensou Services Canada must determine whether the proposed Kinonjeoshtegon - CHRT 41 - CFS CENTER AND ASSOCIATED BUIDLINGS - P048401 - 2425, located in Kitechuhmaykoosib Inninuwug First Nation, Ontario, is likely to cause significant adverse environmental effects.

To help inform this determination, the Indigenous Services Canada is inviting comments from the public respecting that determination. All comments received will be considered public and may be posted online.

The Proposed Project

The proposed project is located in Kitechuhmaykoosib Inninuwug First Nation (KIFN), Ontario approximately 580 km north of Thunder Bay, Ontario. The Project includes two sites (Attachment 1: Figure 1) •Site #1 (the main site) is located at approximate UTM coordinates 16 U 307408 m E 5969562 m N within the main community on land parcel Part 1 Location CL 1715 of Kitchenuhmaykoosib Aaki No. 84 on Canada Land Survey Record 59544 and will be accessible by road year-round •Site #2 (the youth camp) is located on a remote site approximately 20 km southeast from Site #1 at approximate UTM coordinates 16 U 322165 m E 5955610 m N on land parcel Part 1 Location CL 1714 of Kitchenuhmaykoosib Aaki No. 84 on Canada Land Survey Record 59543 and will be accessible by boat or winter road.

The proposed project (the Project) is the construction and operation of a new family wellness campus, which will include buildings, access roads and utility connections (water, sewer, power). The Project will provide emergency services, long- and short-term emergency housing, administrative and teaching spaces, healing and ceremonial spaces, storage facilities, and lodging for youth, elders, families, visitors and staff in KIFN. The Project on Site #1 (Attachment 1: Drawing L-100) includes •an approximately 1,290 m2 family wellness center with offices, a lunch room, a classroom, offices, washrooms, kitchens •an approximately 650 m long, 8 m wide gravel access road connecting the existing community road to Site #1 •an approximately 670 m2 community center building with a meeting room, ceremony room, medicine room, lunchroom, washrooms, and storage •an approximately 270 m2 family therapy building with a 2-bed private suite, therapy room, clinical room, washroom, kitchen, dining, and living room •an approximately 558 m2 emergency housing building with two 1-bedroom suites, two 2-bedroom suites, an office and gathering room and outdoor tipi •an approximately 336 m2 watercraft storage building (3 bays) with an office and washroom •an approximately 950 m2 maintenance garage (4 bays) for vehicle storage and maintenance with meeting room, locker rooms, lunchroom and office •four approximately 220 m2 lodging houses with an office, and communal washrooms, laundry, kitchen, dining and living rooms •an approximately 2.5 m wide, 400 m long gravel path and a 25 m long, 2.5 m wide pedestrian bridge over a channel in Big Trout Lake, to a designated outdoor 6-tent camping area •an approximately 7 m wide, 15 m long concrete boat launch ramp at the shoreline of Big Trout Lake •an approximately 2 m wide boardwalk pathway connecting Site #1 to the existing beach area approximately 500 m west •an approximately 2,823 m2 retention pond for the collection of stormwater drainage •six gravel parking areas (approximately 6-18 stall) •a 1,500-6,000 gal sewage holding tank installed for each building •approximately 650 m of 200 mm watermain connecting the existing watermain on the community road to Site #1 •an approximately 100 m extension/connection of the overhead powerline located approximately 100 m east of Site #1, to service Site #1.

The Project on Site #2 includes (Attachment 1: Drawing L-100):

•an approximately 227 m2 youth camp building with four bedrooms, a storage room, communal washrooms, kitchen and dining and living rooms, with an 14,000 gal septic tank

•an approximately 165 m2 storage building with 1-bay equipment storage area, office and washroom, with a 1,500 gal septic tank

• a 960 m2 two-cell septic field, connected to the two septic tanks by approximately 100 m of 100 mm forcemain (Attachment 1: Figure 3)

•a new 30 mm diameter, non-potable water intake line in Big Trout Lake (length to be determined in the detailed design phase) •a new intake pumphouse on shore of Big Trout Lake, pumping non-potable water to the camp and distributing water to the buildings via approximately 100 m of 30 mm diameter non-potable water line

 

The Project activities during the approximately 24-month construction phase (timing to be determined during the detailed design) include:

•clearing of approximately 20 ha of tree cover at Site #1 and approximately 10 ha at Site #2

• excavating areas required for the foundation of the buildings, parking lots, access road extensions and drainage ditches

• grading/landscaping, and installation of culverts to allow for proper drainage away from the buildings and roads

• construction of the buildings and outdoor structures

• installation of in-water structures (anticipated to be completed in the winter, on-ice, where possible) and may include blasting

or horizontal directional drilling for the intake pipe and in-water structures for the pedestrian bridge (to be determined during

the detailed design phase)

• connection/extension of the existing overhead powerline to service the Site (clearing, installation of poles and overhead wires)

• placement and compaction of granular roadway materials

• restoration of the surface, including re-vegetation/re-seeding, installation of fencing, signage, and lighting, and

• furnishing of the building interiors.

Clearing/grubbing and the installation of the temporary construction camp (estimated 10-20 workers) are also anticipated to take place prior to construction.

The Project activities during the operation phase include:

• maintenance (grading and re-surfacing) of the access roads as needed

• maintenance of the properties (lawn care and snow clearing)

• building and property maintenance, and

• regular servicing for solid waste.
