Relocation of a hangar-dock 103 – Public consultation period

01-02-2024 – The Quebec Port Authority (APQ) and Transport Canada must determine whether the proposed project for the relocation of a hangar at Pier 103, located in the Foulon Sector, is likely to result in significant negative effects on the environment. To contribute to making an informed determination, the APQ and Transport Canada invite the public to provide comments on this determination. Project description

The project involves the relocation of a hangar at Pier 103 to improve the work area by promoting the movement of vehicles and machinery in the area while reducing the risk of accidents. The hangar will be dismantled and relocated less than 50 m from the current location. The project site where the hangar will be relocated is located on anthropized land, where several containers are located. The new hangar will be positioned under an axis perpendicular to the St. Lawrence River. The distance from the river of the project footprint will be approximately 80 m. The hangar will cover an area of ??2,787 m2, or 100 feet (30.48 m) x 300 feet (91.44 m). This is the same roof as the current hangar. The structure will be the same as the existing one. It will be a shed installed on concrete blocks, equipped with an arched dome then covered with a fireproof canvas. The relocation of the hangar will require a power supply at the new location. The electricity supply to the new hangar will be via a trench from the current hangar.

Project Construction Schedule

• Dismantling of the existing hangar - September 2024 (20 days);

• Land preparation, resurfacing, leveling (October 16 to 20, 2024);

• Placement of concrete blocks and pouring and curing of concrete (October 23 to November 3, 2024);

• Installation of structural elements, canvas and doors (November 6 to 17, 2024);

• Installation of power supply (November 20 to December 1, 2024);

• Finishing (December 4 to 8, 2024).


Characteristics and use of the site

The Anse au Foulon sector of the Port of Quebec is bounded by the Brown Basin Park to the east, Champlain Boulevard to the north and extends to the Yacht Club de Québec to the west. It is the headquarters of several operators and specialized terminals including QSL, Sollio Groupe Coopératif, MidAtlantic, Ramsey Greig and Services maritimes Desgagnés. Eight quays accommodate ships transiting through this port sector. Finally, the Canadian National Railway Company (CN) railway occupies part of the study area.
