Terminal 3 Storm Sewer Upgrade – Public Comments Invited

September 22, 2023 – The Belledune Port Authority must determine whether the proposed Terminal 3 Storm Sewer Upgrade, located at the Port of Belledune is likely to cause significant adverse environmental effects.

To help inform this determination, the authority is inviting comments from the public respecting that determination. All comments received will be considered public and may be posted online.

The Proposed Project

The Belledune Port Authority is looking to conduct a storm sewer upgrade on Terminal 3.  This work occurs on federal lands managed by the Belledune Port Authority which falls under the Impact Assessment Act ("IAA").

 

Along with the attached diagrams, the following is a description of the work:

 

Present Situation

  • On Terminal 3, in front of the FS106 building, there is a storm sewer MH#1 to capture the rainwater runoff.
  • This existing MH#1 is not capable of evacuating the heavy rainfall downpour.
  • The overflowing water creates a pool in the area and threatens to infiltrate into the adjacent material warehouses.
  • Proposed resolution, see drawing 176-23-C1 revA
  • An area of asphalt will be removed
  • The existing storm sewer MH#1 and it's piping will be removed
  • A new storm sewer CB#1 will be installed with new piping
  • The area will be regraded to match the new CB#1 location
  • The asphalt will be reinstated
