Notice determination

March 15, 2023 – Indigenous Services Canada has determined that the proposed Poplar River First Nation - Community Wharf is not likely to cause significant adverse environmental effects.

 

The determination was based on a consideration of the following factors:

  • impacts on rights of Indigenous peoples;
  • Indigenous knowledge;
  • community knowledge;
  • comments received from the public;
  • mitigation measures.

 

The Poplar River First Nation – Community Wharf will be constructed on reserve land. However, Indigenous Services Canada (ISC) is not a federal authority for this project as defined under section 82 of the Impact Assessment Act, since ISC is not the proponent of the project, ISC will not be providing financial assistance for the project, nor will ISC be exercising a power, authorization or performing a duty or function under an Act of Parliament to enable the project. Prairies Economic Development Canada (PEDC) will be providing financial assistance for the project and is the federal authority required to make the final authorization for this environment review. Since ISC has been involved in the coordination of the environmental review, the above noted determination is being recommended by ISC for PEDC to consider in their final authorization.
