August 25, 2022 – Infrastructure Canada must determine whether the proposed Cote First Nation #64 – Landfill decommissioning at the Main Landfill Site project in Badgerville, SK is likely to cause significant adverse environmental effects.

To help inform this determination, Infrastructure Canada is inviting comments from the public respecting that determination. All comments will be considered public. The Proposed Project

The proposed project involves the decommissioning and clean up/close of a landfill in Badgerville, SK on First Nation land. The site is a former dumpsite that include surface waste, buried waste or a combination of both. The sites are primarily surrounded by agricultural land. The Main landfill is approximately 100 m by 180 m.

Main Location:

  • Conduct a site assessment (subsequent) once the surface waste was removed and prepare a Corrective Action Plan

The project objective is to decommission and reclaim the Main Landfill of Cote First Nation, non-compliant with the best management practices for landfill construction. The Main Landfill has a surface area of 2 hectares and received municipal waste and construction waste during its operation. The Main Landfill is currently closed and ready for decommissioning. An Environmental Site Assessment was completed and identified various impacts due to the operation of the landfill. Further delineation is required at the Main Landfill and a corrective action plan will be prepared.

Decommissioning and Reclamation activities will include waste consolidation, the design and construction of the final engineered cover, installation of monitoring wells, and reclamation activities to ensure the decommissioned landfill is in conformance with the surrounding lands and the future intended use.

Decommissioning and reclamation of the proposed landfill will attenuate the generation of leachate which in turn increases capacity to reduce soil pollutants in line with the Environmental Quality Outcomes of the Green Infrastructure Stream of the ICIP.

Please note that Infrastructure Canada (INFC) is aware that Indigenous Services Canada (ISC) posted the proposed project on the Impact Assessment Act Registry on April 7, 2021, and posted/completed the Notice of Determination for the project on May 7, 2021. However, INFC is now identified as a Federal authority for this project and will need to complete a Notice of Determination for the project. The Registry reference number for ISC's posting is: 81496.
