East Side Air Cargo Development at Winnipeg Richardson International Airport (YWG) – Public Comments Invited

December 3, 2021 Winnipeg Airports Authority and Transport Canada must determine whether the proposed East Side Air Cargo Development at Winnipeg Richardson International Airport (YWG), located in Winnipeg, Manitoba is likely to cause significant adverse environmental effects.

To help inform this determination, Winnipeg Airports Authority and Transport Canada are inviting comments from the public respecting that determination. All comments received will be considered public and may be posted online.

The Proposed Project

The Proposed Project

Winnipeg Airports Authority proposes to undertake the East Side Air Cargo Development project at Winnipeg Richardson International Airport to support the fluidity of Canadian trade by alleviating capacity constraints and bottlenecks, and strengthen modal interconnectivity and operability of the airport. The Project will create a multi-tenant air cargo logistics facility and develop the supporting infrastructure around the facility to provide additional aircraft positions and enhance the airport's handling capacity of goods/cargo (multi-purpose, multi-tenant space, Cold Chain Logistical Centre, including food and other dry commodities, and livestock area for movement of swine and live animals).

The project area is entirely on developed lands that have supported continuous airport operations since 1927, and include portions of Aprons I, V, VII, VIIA, Taxiway H, Taxiway S, groundside parking lots, roads, and airport service areas. 

The proposed project consists of several phases, commencing with relocation of tenants from the proposed construction site, demolition of an existing outmoded cargo building, construction of the new Multi-Tenant Air Cargo Logistics Facility building, airfield cargo apron pavement rehabilitation and expansion, demolition of obsolete air cargo buildings, and associated new security fencing, roads, parking lot and site works over a four-year period.

The main component of the proposed development is a new multi-tenant air cargo logistics facility (building) incorporating space for cold chain and perishable logistics, warehousing, ground support equipment storage and maintenance, and expanded air cargo handling capacity. The total main floor area of new cargo building is estimated at 13,706 square meters. This will include supportive site civil works, with utility service connections in existing serviced lots and completion of road and parking lot work.

Construction and rehabilitation of cargo aprons near the new building will include approximately 100,000 square meters of aircraft stands. Further, the expansion of the aprons will allow for enhanced capacity with parking of greater number of larger aircraft at one time for loading/unloading with the aircraft to position themselves on a ‘power in, power out' arrangement, which saves time, aircraft handling and optimizes hub operations.
