Amendment to the timeline in respect to condition 9 of the approved Fraser Surrey Docks Agricultural Air Handling Upgrades Project (PER No. 15-058) – Public Comments Invited 

April 7, 2021 – As part of its Project and Environmental Review process, the Vancouver Fraser Port Authority must determine whether the proposed Amendment to the timeline in respect to condition 9 of the approved Fraser Surrey Docks Agricultural Air Handling Upgrades Project (PER No. 15-058), located at 11060 Elevator Road, Surrey is likely to cause significant adverse environmental effects. Written comments to be received by May 6, 2021.

To help inform this determination and a decision on whether or not to approve the proposed amendment, the Vancouver Fraser Port Authority is inviting comments from the public respecting that determination. All comments received will be considered public and may be posted online. For more information, individuals should consult the Privacy Notice on the Registry website.

The Proposed Amendment 

The permit holder, Fraser Surrey Docks Limited Partnership (FSD), has requested an extension to the timeline for the decommissioning and removal of the interim dust suppression measures. This requires an amendment to condition 9 of the approved project permit (PER No. 15-058) which currently reads:  

Components of the dust suppression measures installed pursuant to this Permit (as described in Section 2.1.3) shall cease to be used and shall be removed in their entirety within 48 months from the Date of Approval. A Project and Environmental Review is not required to affect the removal of this mobile equipment. 

This condition was included because the dust suppression measures approved under the project permit were intended to be temporary in nature. A permanent solution has been incorporated into a joint venture agricultural facility called Fraser Grain Terminal (FGT) Grain Facility; a proposal which was undergoing a review at that time (PER No. 15-041). Upon completion and commencement of operation of the FGT facility, the temporary dust suppression infrastructure approved under project permit PER No.15-058 are expected to be decommissioned and removed. 

Due to unexpected delays in the construction of the new FGT the applicant has requested an extension to the timeline to continue using the temporary dust suppression infrastructure for an additional six months, until October 6, 2021.
