Expansion of the Lumber Transload Facility of Goodrich Terminal2012 Ltd. at the Port of Vancouver – Public Comments Invited

November 27, 2020 – The Business Development Bank of Canada (BDC) must determine whether the proposed Expansion of the Lumber Transload Facility of Goodrich Terminal2012 Ltd. at the Port of Vancouver – Public Comments Invited, located in 10880, Dyke Road, Surrey, BC, is likely to cause significant adverse environmental effects.

To help inform this determination, the BDC is inviting comments from the public respecting that determination. . All comments received will be considered public. For more information, individuals should consult the Privacy Notice on the Registry website.

The project:

Goodrich Terminal2012 Ltd. is requesting financing from BDC for leasehold improvements to expand their transload facility. The funds will be used to lay a rail spur and make the necessary site improvements (fencing, paving, security) to allow Goodrich Terminal2012 Ltd. to integrate rail transportation into its operations.

The site is leased from the Vancouver Fraser Port Authority and is approximately 50,000 m2 (540,000 ft2) in size. It includes the property located at 10880 Dyke Road, Surrey, BC, which was previously used as a cedar sawmill, and the adjacent vacant vegetated lot. The proposed project will facilitate the transfer of lumber for export to foreign markets via the Port of Vancouver. Lumber will arrive at the site via truck or rail; it will then be temporarily stored in open areas and stacked at a height of 5 to 6 m (15 to 20 ft), before being loaded into containers that will leave the site via trucks. Ancillary operations may include the transloading of wood pulp, and small-scale wood cutting/milling.

Goodrich Terminal2012 Ltd. anticipates the transportation of approximately 1,000 containers per month, with approximately 60 Super B and container trucks, and 12 center beam railcars, accessing the site each day. The facility is expected to receive approximately 60% of deliveries to site via the new rail spur, which will connect with the existing CN rail line, and 40% via truck. Truck access to the site will be from Dyke Road, via Tannery Road, between 7:00 am and 3:30 pm on weekdays.

Project activities and components include:

  • Vegetation removal, approx. footprint 14,000 m2 (150,700 ft2);
  • Grading and paving of unpaved areas, approx. footprint 26,000m2 (280,000 ft2);
  • Repaving and patching in areas of existing paving, as necessary;
  • Installation of dust collector equipment approximately 18m (60 ft) in height from grade;
  • Installation of a bioswale;
  • Installation of two stormwater outfalls;
  • Installation of a rail spur, approx. length 354m (1,161 ft).
