Public Comment Period on Intent to Make a Determination
Construction of a multifunctional warehouse at Canadian Forces Base (CFB) Bagotville, Saguenay (Quebec)

June 10, 2020 — The Department of National Defence must decide whether the proposed project is likely to cause significant adverse environmental effects.

To help inform this decision, the Department of National Defence is inviting comments from the public on the project and its potential effects on the environment. All comments received will be considered public. For more information, individuals should consult the Privacy Notice on the Registry website.

The Proposed Project

This project consists of work execution, labour, materials/supplies and tools needed for the construction of a multifunctional warehouse. The building will be built on a contaminated site registered on the Federal Contaminated Sites Inventory (FCSI). (Central heating plant - # (FCSI 7930011). A 100 square meter building will be demolished, and the construction residue will be disposed of in conformity with the hazardous material report. Some of the work will produce excavated soil that will be disposed of in conformity with ongoing environmental regulations.

The multifunctional warehouse will have different rooms, the main one will be used for storage. The building will be equipped with sectional garage doors. The work includes but is not limited to:

· Site preparation, including selective demolition of structures and tree cutting;
· Excavation, soil and water management and backfilling;
· Concrete surface installation: foundation, slab etc;
· Site servicing: water, sewage, electrical; and 
· Site remediation: revegetation, seeding and sodding, paving.

Heavy machinery will be used on site. Equipment used includes but is not limited to excavators, backhoe loaders, steam rollers, cement trucks, dump trucks, front loaders, cranes etc.
