Public Comment Period on Intent to Make a Determination
17 Wing Winnipeg – V6600 Disposal of 13 RHUs and 18 Garages (South Site)

March 18, 2020 — The Department of National Defence must decide whether the proposed 17 Wing Winnipeg – V6600 Disposal of 13 RHUs and 18 Garages (South Site) is likely to cause significant adverse environmental effects.

To help inform this decision, the Department of National Defence is inviting comments from the public on the project and its potential effects on the environment. All comments received will be considered public. For more information, individuals should consult the Privacy Notice on the Registry website.

The Proposed Project

The project includes disposal of thirteen (13) RHUs in total and eighteen (18) garages. The 13 RHUs are a mix of singles and semi-detached along the Kenaston corridor in the South Site of Winnipeg. These RHUs are no longer required under the CFHA portfolio, since they are no longer attractive living spaces to potential renters, and as a result they have become an operations cost burden to the CFHA (heating, electricity, grass cutting, snow removal, etc.). In addition, the City of Winnipeg plans to widen the corridor along Kenaston.

The main components of this work is the deconstruction and disposal of 13 RHUs, 18 garages, abatement and disposal of all hazmat material. Removal of all contaminated soils (if encountered) and backfilled with clean fill. The RHUs consist of 1950s-era wood-frame residential buildings, concrete foundations and exterior walkways, and the municipal services will be capped at the mains and the area will be returned to grass by seeding.
