Re: Termination of the Federal Environmental Assessment for the Victor Diamond Mine Extension Project

Dear Mr. Williams,

Thank you for your correspondence of December 4, 2017, where you request termination of the federal environmental assessment (EA) for the Victor Diamond Mine Extension Project (the Project) under the Canadian Environmental Assessment Act, 2012 (CEAA 2012).

On June 4, 2013, the Canadian Environmental Assessment Agency commenced an environmental assessment under CEAA 2012 for the Project. The former Minister of the Environment designated this project as requiring an environmental assessment under CEAA 2012 on May 28, 2013.

The Agency accepts De Beers Canada Incorporated's request to withdraw the Project from the federal environmental assessment process and has terminated the environmental assessment pursuant to section 62 of CEAA 2012 effective January 26, 2018. Your December 4, 2017 letter and a Notice of Termination have been posted to the Canadian Environmental Assessment Registry at http://www.ceaa-acee.gc.ca/050/ (Project Reference: 80043). The Agency will also notify Indigenous groups identified for consultation.

The Agency understands that by way of the request to terminate this federal environmental assessment, De Beers Canada Incorporated will no longer be pursuing other federal approvals, including those noted in Table 4-1 of the Description of a Designated Project (http://www.ceaa.gc.ca/050/documents/p80043/89724E.pdf) dated April 2013.

Termination of this federal environmental assessment does not limit the future application of CEAA 2012 or any future federal environmental assessment regime. Should De Beers Canada Incorporated or any other proponent bring forward a project in the future, kindly contact the Agency at CEAA.ontario.ACEE@ceaa-acee.gc.ca.
