DECISION

The Canadian Nuclear Safety Commission (CNSC) has taken the following course of action on February 28, 2013 relating to the comprehensive study of the Redevelopment of the Port Hope Conversion Facility (PHCF) (Vision 2010). The CNSC may exercise any power or perform any duty or function with respect to the project because, after taking into consideration the comprehensive study report and taking into account the implementation of appropriate mitigation measures, the CNSC is of the opinion that the project will not cause significant adverse environmental effects.

Implementation of mitigation measures is required for the project to address all possible effects of the project, including effects to:

  • Groundwater
  • Surface water
  • Sediment quality
  • Air quality

A follow-up program to verify the accuracy of the environmental assessment and/or determine the effectiveness of any measures taken to mitigate the adverse environmental effects is required for this project. In addition, Cameco Corporation currently has an existing environmental monitoring program (EMP) in place at the PHCF to maintain operational performance standards and determine operational related effects. Many of the monitoring requirements of the follow up program would be captured in the existing PHCF EMP.
