5.0 The Class Screening Process for Routine Projects

5.1 Preparing the Class Screening Project Reports (Form)

The information included in this MCSR provides the background environmental and project information necessary to prepare the Class Screening Project Report (the form) for the importation of certified European honeybees into Canada (see Figure 2). It is the responsibility of the project proponent (the importer) to provide the necessary information for the Canadian Food Inspection Agency (CFIA), the Responsible Authority (RA), to reach a decision on project approval. This information will be provided through completion of a Class Screening Project Report (the form) that is to be attached to the Import Permit that is required under the Health of Animals Act and Regulations.

The Class Screening Project Report (the form) will be completed by the proponent and submitted to the CFIA, where a decision will made based on the information provided on the Form (through Section 20(1) of CEAA). A decision could also determine whether a project should be excluded from the class screening process and additional information be requested. Such an exclusion will require that the proponent conduct an individual screening for the importation project.

5.2 Completing the Class Screening Project Report (Form)

The Class Screening Project Report (the form) is to be completed by importers requesting to import European honeybees into Canada, and the completed form is to be submitted to the import officer at the CFIA who will then forward the form to the CFIA Environment Officer.

Information and copies of forms can be obtained from the CFIA Regional Offices.

The first section of the class screening form asks the proponent for general information including name and address.

The second section of the class screening form asks the proponent to answer two questions which will determine whether their importation project is covered under the Class Screening process.

The third section of the class screening form explains how the proponent can determine whether they have met the requirements of the Class Screening Process. Proponents who answered No to the questions are required to sign the completed form, and submit it to the CFIA Regional Office where the import permit will be issued. The addresses and contacts in CFIA regional offices are presented in Appendix B.
