Reasons for a Federal Assessment
On September 7, 2010, it was determined that an environmental assessment was required in relation to the project because the Parks Canada Agency was the proponent for the project.
Project Description (as posted in the Notice of Commencement)
Ball Hill is a prominent feature in Riding Mountain National Park of Canada (RMNPC) with a long cultural attachment for the people leaving in the area. However there is no proper access to the hill from the nearby Bald Hill trail and now the feature is attracting more and more people creating environmental and visitor safety concerns. This project aims to create a proper access to the Bald Hill to try and control the impact that visitors have when trying to access the feature. The trail will be designed for hiking only according to the guidelines developed by Parks Canada and the International Mountain Biking Association (IMBA, Draft version). The existing Bald Hill trail is a multi use trail for hikers and horse and bike riders so structures will be put in place to ensure that people do not use other modes of transportation to access the hill (hitching rails, bike racks, and pinch point) as well as interpretation signs educating people on the unique elements of this feature and ecosystem as well as the ways they can help protect it.
Final Decision
On July 6, 2012, the new Canadian Environmental Assessment Act, 2012 came into force which replaced the former Canadian Environmental Assessment Act. As a result, there is no longer a requirement to complete the environmental assessment of this project.
