Reasons for a Federal Assessment

On April 3, 2009, it was determined that an environmental assessment was required in relation to the project because Fisheries and Oceans Canada considered taking action in relation to subsection 35(2) of the Fisheries Act.

Project Description (as posted in the Notice of Commencement)

Construction of a backshore marina on Candle Lake, Saskatchewan and associated fish habitat compensation for shoreline impacts. Scope; The proposed work includes the construction of a backshore marina, fish habitat compensation, parking lot, associated approaches, boat launch, docking slips and marina entrance (shoreline alteration) to Candle Lake. Alternatives to main project; to reduce impacts to fish and fish habitat a backshore marina is the preferred option to a breakwater type marina in this lake. Principal Project The construction and maintenance of a channel connecting the marina with Candle Lake. The construction of the channel includes: a. clearing of the riparian zone at the entrance of the marina into Candle Lake; b. staged excavation of the land in the riparian zone to a navigable depth; c. breaching of the foreshore area (shoreline); d. stabilization of the banks of the entrance channel; e. salvage of rocks from the lake bed in the proposed dredge area and redistribution of these materials back into the lake. Other undertakings in relation to the physical work. The construction of the marina, parking lot and access road which includes: a. the clearing of vegetation; b. removal of the organic soil layer; c. excavation of the backshore marina; d. sloping of the banks of the marina; e. stabilization of the banks of the marina; f. maintenance of erosion and sediment control features at the site; g. construction of the docks and boat launch; h. construction of the parking lot; and i. construction of the access road. j. construction of fish habitat compensation

Final Decision

On July 6, 2012, the new Canadian Environmental Assessment Act, 2012 came into force which replaced the former Canadian Environmental Assessment Act. As a result, there is no longer a requirement to complete the environmental assessment of this project.
