Reasons for a Federal Assessment

On December 12, 2006, it was determined that an environmental assessment was required in relation to the project because the Prince Rupert Port Authority considered providing federal lands.

Project Description (as posted in the Notice of Commencement)

Project Description: The project will be designed to receive by LNG tanker, store, and transship by barge or small self-propelled Liquefied Natural Gas (LNG) carriers along the west coast of North America. The project will also be designed to potentially distribute LNG to other points by truck or rail, as well as to allow the possible re-gasification of LNG into the existing pipeline. Specifically, the project includes construction, operation and decommissioning of: a new marine jetty and berth, transfer piping to and from onshore tanks, breasting and mooring dolphins capable of receiving LNG tankers of up to 250,000 m3 capacity, LNG barges of approximately 15,000 m3 capacity, and tugboats; two onshore storage tanks (160,000 m3 capacity ) and potential expansion capacity requiring up to two additional storage tanks of the same capacity; a Natural Gas Liquids (NGL)extraction facility including NGL storage tanks with a total capacity of 80,000 m3; infrastructure to facilitate the loading of rail cars and trucks with LNG and NGL;  infrastructure to provide re-gasification of LNG to natural gas;  infrastructure to facilitate the possible future interconnection to the existing natural gas pipeline on Ridley Island.

Final Decision

The environmental assessment was terminated on August 10, 2007 because a decision had been made to not exercise any power or perform any duty or function referred to in section 5 of the Canadian Environmental Assessment Act in relation to the project.
