Reasons for a Federal Assessment

On June 1, 2006, it was determined that an environmental assessment was required in relation to the project because Fisheries and Oceans Canada considered taking action in relation to subsection 35(2) of the Fisheries Act.

Project Description (as posted in the Notice of Commencement)

Kinder Morgan Canada Inc (KMC), formerly Terasen Pipelines, is proposing to construct a pipeline from the Muskeg River Pump Station, located in SW 24-095-10 W4M, north of Fort McMurray, to the Scotford North Pump Station, located in NE 31-055-21 W4M, east of Fort Saskatchewan. The purpose of the proposed project (called Corridor Expansion Project) is to increase the capacity of the existing Corridor pipeline system. The new pipeline will be a 1,067 mm (NPS 42) outher diameter pipeline, with a length of approximately 460 km, that will convey diluted bitumen. The pipeline will cross 118 watercourses. For the purposes of the CEAA assessment, DFO has identified the scope of the project as the watercourse crossings which do not meet the conditions of the applicable Alberta Operational Statements, and include the construction of the pipeline crossings, the construction of vehicle access crossings, construction contingencies, operation and maintenance, along with all related works, accesses, storages areas, or other undertakings directly associated with this project including any proposed habitat compensation works.

Final Decision

A decision was taken on October 6, 2006 and was that the authority may exercise any power or perform any duty or function with respect to the project because, after taking into consideration the screening report and taking into account the implementation of appropriate mitigation measures, the authority is of the opinion that the project is not likely to cause significant adverse environmental effects.
