I think a bridge is necessary, but I do not  believe moving a problem from one area to another makes much sense.  The east end split between 174 and 416 is a congestion mess daily,  The impact of adding additional traffic to that area is not a reasonable solution to the downtown core traffic,   The bridge should be further east closer to the green creek bridge where the impact to the east end split would be less and more manageable.  It may not be as cost effective but less impact on residential properties.
