Flood recovery and climate resilience in Pakistan

This project aims to address critical challenges caused or exacerbated by the 2022 floods while strengthening resilience to climate change and future shocks for flood-affected and at-risk communities. It will support proactive risk mitigation and gender-responsive disaster preparedness, response, and recovery measures, with a particular focus on the needs of women and girls. The project will also accelerate resilient access to and delivery of essential basic services and promote access to assets, resources, and strategies that are critical for restoring livelihoods and increasing long-term community resilience in flood-affected areas.

To achieve these objectives, the project will undertake a range of infrastructure rehabilitation and resilience-building works in high-risk and flood-impacted locations. Flood-damaged protective structures will be rehabilitated or upgraded to reduce vulnerability to future flooding. At-risk health facilities will be rehabilitated and retrofitted to ensure the continuity of essential healthcare services during climate-related events. Schools will be rehabilitated and/or retrofitted to provide safer learning environments, while drinking water supply and sanitation schemes will be restored and strengthened in flood-affected communities. In addition, flood-damaged irrigation channels will be rehabilitated to support agricultural production, restore livelihoods, and improve the resilience of local farming systems to future climate and disaster risks. Among others, physical works will include the installation of fences, water pipelines and crossing towers, as well as the rehabilitation of reservoir tanks, spring eye protection infrastructure and valve boxes.

The planned locations are in general characterized by mountainous and high-altitude environments comprising valleys, meadows, and sparsely vegetated slopes. The terrain is generally rugged, with steep gradients, and rocky, shallow, erosion-prone soils. Surface geology is often dominated by highly weathered rock formations, while landforms are shaped by rivers, seasonal streams, snowmelt, and other natural drainage systems. Water resources typically depend on springs, surface water channels, and seasonal runoff, with limited groundwater availability in many locations. The climate ranges from temperate to cold, with distinct seasonal variations that include prolonged winters, snowfall at higher elevations, and relatively short growing seasons. These areas are increasingly exposed to climate-related hazards, including extreme precipitation, flooding, slope instability, erosion, and landslides. Ongoing climate variability and changing hydrological patterns affect water availability, infrastructure, livelihoods, and ecosystem stability, underscoring the need for resilient and climate-adapted physical works.
