Concerns Regarding the Adequacy of Existing Regulations for the 15‑Mile Mining Complex

The Summary of Issues for this project states that the proponent is only required to provide a high‑level description of how it intends to address the issues raised by the public. While this step is procedural, it does not require the proponent to provide detailed modelling, independent verification, or evidence that proposed mitigation measures are technically feasible. As a result, the proponent may satisfy this requirement by offering general assurances or referencing existing regulations, without demonstrating that the concerns identified by citizens, Mi’kmaq communities, and subject‑matter experts have been substantively resolved. Given the scale of the project — a multi‑site industrial mining complex involving multiple open pits, long‑distance ore hauling, expanded tailings storage, and long‑term environmental liabilities — a high‑level response may be insufficient to ensure that the issues raised during public consultation are meaningfully addressed.

For a multi‑pit gold mining complex in a sensitive salmon watershed with known arsenic and mercury risks, Nova Scotia’s existing regulations are not, by themselves, strong enough to guarantee the project will be safely moderated without federal assessment, independent review, and much stronger financial and technical safeguards.

Public confidence in this assessment process depends on clear, detailed, and independently verified responses to the concerns raised during consultation. Given the limitations of existing provincial regulations and the complexity of the proposed multi‑site mining complex, it is essential that regulators require the proponent to demonstrate—through evidence rather than high‑level assurances—how each issue will be addressed. High‑level descriptions cannot replace rigorous analysis, independent oversight, and transparent commitments, all of which are necessary before this project can be allowed to proceed.
