The Initial Project Description for the 15-Mile Processing Hub Project (several open pit gold mines) was filed in June 2026, only open roughly four weeks, over a summer, for the public to engage with a 92-page technical filing on a project that would operate for 11 years and leave behind industrial waste requiring tailings management for an indefinite period afterward. My first objection is on the grounds that this window is inadequate for meaningful public input.

I next want to frame this proposal around a brief history review because Nova Scotia's experience with the long-term costs of gold mining is relevant context here. The province has more than 360 abandoned gold mine sites. The roughly 3 million tonnes of contaminated tailings those mines left behind, laced with arsenic and mercury, remain under active management today, at public expense, well after the companies responsible have wound down. Montague Gold Mines in Dartmouth operated from 1865 to 1940. Its remediation received $33.4 million in public funding in 2025 — 86 years after the mine closed. That remediation does not remove the contamination. It involves excavating roughly 120,000 cubic metres of arsenic- and mercury-laden soil and sealing it in on-site containment cells, while lower-contamination areas receive an impermeable cap. Nothing leaves the site. The work is best described as structured, monitored containment. How long that monitoring continues — and who pays for it — has no defined endpoint.

This new proposed project would generate 147.7 million tonnes of waste rock and tailings over its operating life — nearly 50 times the contaminated volume left behind by Nova Scotia's entire historic gold-mining era combined. While the composition of tailings is different from 100 years ago, it is still problematic for many reasons, and any project that plans to leave behind large scale industrial waste is highly concerning and deserves rigorous scruitiny. For example, the 92 page document notes the followin: Ore processing would use cyanide. Up to 80% of the rock at one of the three sites tests as potentially acid-generating, a condition in which contact with air and water can produce acid drainage with no natural endpoint. The company's own filing states that water-quality monitoring "may continue past closure" with no fixed end date. These are the company's own characterizations, in its own 92 page submission for the public to review. What assurances exist that long-term monitoring obligations will be met, funded, and enforced by an entity with the capacity to do so, especially decades into the future? Especially after a legacy of gold mining companies performing poorly in this regard. 

On the question of this project history: the three mines now called "Old Austen," "15-Mile Mine," and "Old Mitchell" were previously submitted for federal environmental review under the names Beaver Dam, Fifteen Mile Stream, and Cochrane Hill, beginning in 2017 and 2018. All three failed to complete that review — two faced repeated unanswered information requests, and one never submitted a required environmental study — and all three were withdrawn by 2023. They are now before the public again, rebundled under a single filing and new names, through a newly incorporated subsidiary (15-Mile Minerals and Renewables Ltd, created May 2025). The company's own filing cites Nova Scotia's 2025 policy shift toward faster mining approvals as relevant to its timeline. The public commenting on this proposal has a reasonable interest in understanding clearly that these are the same sites, substantially the same mines, that a prior federal process found insufficient to advance.

If only it was a simple question of more industy = more jobs and a healthier economy.  It is not. The broader question underlying all of this is one of generational responsibility. Gold has been in this ground for millions of years. The resource is not disappearing (until someone extracts it). The more pressing question is what conditions, around mining practices, bonding, reclamation, long-term liability, monitoring would need to be in place before a project of this scale could be considered to have adequately protected the public interest, including the interest of those who will inherit whatever is left behind when operations end.

And there still remains the fundamental question: why accept a project that requres large scale tailings ponds to be created in direct proximity to important river systems and ecologically sensitive ares, knowing that this will be left behind forever?  Containment doenst last forever.  Lots of examples of tailings failings all over the world, causing catastrophies.

These questions are submitted as part of the public record for IAAC file #90533, the 15-Mile Processing Hub Project. When a predecessor proposal for one of these same sites was before federal review in 2021, 116 of 117 public comments submitted raised concerns about it. This submission is offered in that same spirit: not as a conclusion, but as a request that these questions receive clear, documented, and publicly accessible answers before any approval is advanced.
