(“Keyera”) has proposed to construct and operate what it characterizes as a fractionation facility, and what the Impact Assessment Agency of Canada (the “IAAC”) has characterized as a refinery, in Strathcona County, Alberta (the “Project”). Because the IAAC characterizes the Project as a refinery, the Project is subject to the Physical Activities Regulation. Keyera therefore submitted an Initial Project Description for the Project (the “IPD”) as well as a summary of the IPD (the “IPD Summary”) to the IAAC on July 17, 2025. b. The IPD Summary Comment Process On July 17, 2025, the IAAC established a comment process on the IPD Summary so that the public and Indigenous peoples can help inform the IAAC’s preparation of its summary of issues which will it will send to Keyera in regard to the Project. c. Louis Bull Tribe Louis Bull Tribe (“LBT”) is a sovereign First Nation and a signatory of Treaty No. 6. LBT members hold inherent Indigenous rights, including the right to self-governance, as well as Aboriginal and treaty rights that are recognized and affirmed by Section 35 of the Constitution Act, 1982. LBT members exercise their rights throughout and beyond Treaty No. 6 territory, however their ability to exercise their rights within Treaty No. 6 territory is limited by the cumulative effects of industrial development. And the reason on why it could good the project to be "green lighted" to produce the a distilleration, a water treatment plant, ponds and access roads is because First nations community need water in their bodies in order to cook and drink because without H20, your body functions will cramp up and your organs will end failing on you.pretty much "water is life."  For distillation area, the a good thing that it gets filtered because over the years of oil and gas seeping into the waters and ponds, first nation community person have been getting sick, arguing at oil and gas about not caring for the people around  them,starting protests in the community and Ottawa and focusing on how much profit they can achieve through oil and gas. For the ponds, it would be a good idea to set up near ponds that will suck up the water and use the produced heat that is created by the project to burn out what ever bacteria and other harmful diseases, along side with oil residues from the past. By using heat, you'll be able to purify the water  for it to be safe to drink.  For access roads to water treatment area/ plants would also be A good idea as well because if the first nation community and it's people have some type of water shut off for days,weeks maybe months at a time due to the fact of implications of water disturbance like infectious disease, oil and gas companies from areas we don't know about and malfunctions with the community. • ESDC Socio-Economic Checklist for Impact Assessment The Proponent is asked to review the following checklist to ensure that they have adequately addressed - in their Initial Project Descriptions (IPDs) – the socio-economic impacts that a project potentially has on communities. ESDC wants to assist the proponent in fulfilling their socio-economic obligations at all stages of a project’s development; this includes the completion of not just IPDs, but also Detailed Project Descriptions (DPDs) and Tailored Impact Statement Guidelines (TISGs), that are to incorporate socio-economic conditions aligned with ESDC’s mandate as a federal authority. The Value Components1 that are listed below are derived from ESDC’s mandate regarding socio-economic issues. The indicators are the requirements that ESDC expects the proponent to adequately address in their IPDs, DPDs and TISGs. • It is our understanding after meeting the proponent on July 21st, as you and I discussed last week, that this project is very early in its progression. As such, Alexander First Nation would like to be able to address concerns with this project on an ongoing basis once it is applied for as well. Currently our main preliminary concern  would be protection of both ground water and surface water runoff due to the proximity of this project to the North Saskatchewan River.

• Deux éléments sont préoccupants et devraient être adressés dans l'étude d'impact afin d'assurer que ce projet est durable. Il faudrait connaître les risques de contaminations de la nappe phréatique et des cours d'eau environnants ainsi que l'impact sur les réserves d'eau nécessaires pour les fermiers de la région. Il serait aussi important que le processus pour fermer ce site soit bien décrit et que des mesures soient en place pour assurer cette phase importante du projet. Autrement dit, prévoir les mécanismes pour éviter que le site soit tout simplement abandonné. Merci
