  • w w w . m m f . m b . c a York Factory Ten Shilling Aerodrome - Initial Project Description Review MMF – National Government of the Red River Métis May 26, 2025 MMF – Ten Shilling Aerodrome: Initial Project Description Review | 2 1.0 Introduction York Factory First Nation (the Proponent) has submitted an Initial Project Description (IPD) proposing to construct an aerodrome near York Factory, Manitoba, at the confluence of the Hayes River and Ten Shilling Creek (Figure 1). The Project (also referred to as Ten Shilling Aerodrome), would include the construction and operation of a 1530 m long gravel runway, up to 30 m wide, as well as an associated taxiway, parking apron, and other ancillary infrastructure for lighting, signage, and other aerodrome activities (Figure 2). The project site is remote, and as a result, electricity for aerodrome activities will be provided by on-site generators. Specifically, at this stage, the Project will include the following: • Mobilization of equipment to the Project; • Construction surveying; • Tree clearing; • Stripping; • Earthworks – cut to fill with grading and compaction; • Install either soil cement or granular base; • Construct ancillary facilities; • Installation of airfield lighting and electrical works (generator powered); • Runway inspection; and • Runway operation. Currently, Ten Shilling Creek is only accessible via helicopter, boat, and a seasonal clearing referred to as the CAT trail.   • The killing of wildlife is not sustainable.  ? Currently, there are no laws mandating that Wildlife Management Programs at airports be humane and non lethal.  That means that virtually any legal method can be used.   (https://can01.safelinks.protection.outlook.com/?)   https://www.change.org/p/ask-airports-to-stop-killing-deer-and-turkeys-and-stop-trapping-coyotes    I am quite concerned with the requirements for a “wildlife control agent” at an airport to hold a firearm permit.  The laws thankfully do not mandate the killing of animals, but it does not forbid it either.  Firearms can carry non lethal repellents or lethal ammunition.  https://laws-lois.justice.gc.ca/eng/regulations/sor-96-433/page-22.html#h-989170    Please amend the laws to mandate that wildlife management is only done in a humane, cruelty free no kill manner, by an animal protection organization rather than a trapper, hunter or exterminator.     Wildlife airplane strikes kill animals and humans alike.  This is why it is essential that every airport has a wildlife program.  Airports can use any legal method of animal management. Transport Canada mandates that every airport has a “wildlife management” plan that mandates firearms training.  While this could be for non lethal humane hazing with noise, most airports trap and shoot animals.
