I am a resident of NWO and am very concerned about NWMO's approach to determining ' informed and willing' host. While I live close to the site, my consent was never considered or sought.
Many residents in NWO are not aware of this project and some community leaders have been engaged in closed meetings with NWMO and have withheld information from community members.
Just a handful of people consented to this project while millions will be impacted by this decision. Those along the transportation route, downstream, and in nearby communities were not given the opportunity to decide. A community like Dryden will have significant environmental, social and economic impacts but given no deciding voice. There is concern that NWMO financial contributions had a significant influence in willingness. NWMO must be held accountable for ensuring the public fully understands this project and that neighboring communities, those down stream and along the transportation route are not given differential treatment.
It is essential that Transportation be included in the assessment process as the proposed DGR and transportation can't be looked at in isolation. The DGR can't operate without a transportation plan and suggesting that current practices for HLW transportation are already in place, truly under estimates the risks placed on millions of residents. The rationale for excluding transportation appears more political than operational.
The IPD is very high level and many areas remain conceptual. Much more detail is necessary and warranted. The IPD has not provided a compelling case that safety is a priority.
I request that a full impact assessment be conducted with public hearings.
Given the short time frame to respond I would like to make further submissions as new information becomes available.
