How can the comment time be limited to  30 days when considering a project  of such complexity?  At a very minimum, six months should be allotted to understand and identity potential deficiencies both to the environment and human health.
Nowhere in the world is a DGR functioning. It is therefore incumbent for the Impact Assessment process to  proceed with utmost caution, consideration and clarity.
