  • My apologies for the delay, Enoch Cree Nation Consultation department has identified a few concerns with this project. Currently, Enoch Cree Nation is faced with many challenges stemming from development in and around our nation; as a result, our nation members have been pushed to harvesting on crown land within our territory (limited, as there is only 2% of crown land intact within our territory boundaries). With this great impact, any and all development drastically impairs our Treaty right to harvest. Additional to this, Enoch Cree Nation is a small nation comprised of approximately 2750 band members with a diminishing land-based culture due to the impacts of colonization & urban sprawl, as well as industrial and residential development surrounding the borders of our nation. Due to this impact, our knowledge holders and elders who have experience on the land is rapidly declining, as well as impacting the transfer of knowledge to our youth to carry on our land-based traditions. We greatly appreciate you the extension given to our nation to be able to voice these concerns, if you have any questions, please do not hesitate to reach out. I am away from my office this week for a conference; however, I am available through email or cellphone.  Thank you,

Attachment Otipemisiwak Métis Government - Cando Sturgeon Rail Terminal West Expansion Project - Request for Comments on Initial Project Description

  • Good day Tony,   Please find below comments on the Initial Project Description (IPD) for the Cando Sturgeon Rail Terminal West Expansion Project. I would also like to thank IAAC for coordinating the virtual information sessions which were useful in better understanding the project.   The Cando Sturgeon Rail Terminal West Expansion Project is situated in St. Albert Métis District 11 which is home to over 5,800 registered Métis Citizens of the Otipemisiwak Métis Government (OMG).   The expansion of the railyard raises several environmental questions about the extent to which it will contribute to habitat fragmentation, air and water pollution, noise and light pollution, soil and water contamination, and how it will impact water resources. Of primary concern is the potential disruption of traditional land use practices, such as hunting, fishing, and berry harvesting, which are integral to the cultural identity of the Métis people. The project's location in Harvesting Area D, as defined by Alberta's Métis Harvesting Policy, underscores the importance of preserving these areas for traditional harvesting activities.   Over the course of previous Traditional Land Use Studies (TLUS) and tabletop studies, OMG citizens have expressed pre-existing concerns about the industrialization of the area and the decline in air quality over their lifetimes, particularly in Fort Saskatchewan and east of Sherwood Park. There have also been previously characterized concerns about the quality of fish in the North Saskatchewan River, which could be further impacted by the project. The project is also ...

  • On behalf of Montana First Nation (MFN), please accept these comments in response to the Initial Project Description for the Cando Sturgeon Rail Terminal West Expansion (the Project).   As a preface to the comments, due to capacity constraints and a change in staff, MFN was unable to respond or meet with Cando Rail & Terminals Ltd. (the Proponent). MFN intends to reach out to the Proponent for a one-on-one meeting to address any issues that may have arisen from their Initial Project Description review.  I.    Historical Resources Regarding historical resources, MFN requests an update from the Proponent once the Alberta Ministry of Arts, Culture and Status of Women evaluation is complete.  II.    Indigenous Engagement MFN agrees that a chance finds protocol should be co-developed with identified potentially impacted Nations.  MFN also agrees that a site visit would be beneficial to review the project. A desktop analysis is insufficient for conducting a proper review.  In terms of potential opportunities, MFN agrees that interested Indigenous contractors should have the ability to send in proposals or tenders for work that they can conduct.  Potential social impacts from the Project on Indigenous Peoples need to be evaluated with values co-developed with identified potentially impacted Nations.  III.    Planning Activities  MFN requests an update from the Proponent on all listed planning activities. All planning activities listed are essential in the review of the proposed project.  IV.    Potential Future ...

FMS has reviewed the Initial Project Description for the proposed Cando Sturgeon Rail Terminal West Expansion Project (the “Project”) filed with the Impact Assessment Agency of Canada (“IAAC”) by Cando Rail & Terminals Ltd. (“Cando”) on February 12, 2024. We submit these comments in response to this filing. FMS is a representative group for descendants of Michel First Nation until such time that the Nation is re-established. Michel First Nation adhered to Treaty 6 in 1878 and held Reserve Lands located northwest of Edmonton, AB. Following signing of Treaty 6, Michel members were subject to enfranchisement efforts by the Government of Canada, culminating in 1958 when all but four members were stripped of their Indian Status under the Indian Act and Michel First Nation’s remaining Reserve lands were sold by the Government of Canada. Many Michel descendants have regained their Indian Status under the Indian Act since the last round of enfranchisement in 1958, but the Michel Band has yet to be re-established at this time. FMS was established in 1991 to: 1) pursue the reinstatement of Michel First Nation and return of Indian Status to Michel descendants; 2) advocate for the recognition of Michel’s Aboriginal and Treaty rights; 3) support and ...

We have reviewed the document as forwarded to us and are pleased to present our response as follows. Any issue that affects the environment also affects our population. We will, however, focus on the Indigenous components as they are most critical to us. This area is part of our traditional hunting lands and, as such, is greatly valued by us. Indigenous Consultation and Engagement: We appreciate the commitment that your organization has made efforts to engage with our community and others. Thank you for the opportunity to participate in the dialogue concerning the issues identified. We trust that this commitment to consultation and engagement will continue throughout your activities in our community. We also appreciate the learning opportunities you provide to your personnel around our traditions and culture. Through activities like this greater understanding is fostered resulting in a more successful integration of our people in organizations like yours. We would ask for clarity on your commitment to maintaining these opportunities regularly in the future, particularly in consideration of the increase in personnel that will be required for this expansion.
