Below are Nazko First Nation’s initial comments on the Summit Lake PG LNG Project Liquified Natural Gas Facility (the “Project”). • Based on an initial assessment, Nazko First Nation has determined that the Project will have an impact on its Aboriginal Rights and interests. • Nazko First Nation will use the British Columbia and Federal assessment processes to determine its position, potential Project consent, and appropriate accommodation measures if Project consent is provided. • As part of the consultation process, Nazko First Nation requires adequate resources to participate in the British Columbia and Federal assessment processes. • At this time, Nazko First Nation does not support the substitution request pursuant to the Impact Assessment Act (IAA) and in accordance with the ‘Impact Assessment Cooperation Agreement Between Canada and British Columbia’ (the Cooperation Agreement) for the proposed Project because adequate resources from the BC EAO, IAAC, or JX LNG Canada Ltd., have not been confirmed for Nazko First Nation’s participation in the assessment processes. • I'd be surprised by an LNG project that would last 5 years from 2024 but a project that is considered to only start construction in 2028 and last 30 years is unbelievable. I also have to question the need for a column in Appendix C of the project description that shows the calculated values for the green house gases emitted by this project as a percentage of BC's total emission. Is this necessary or is it provided to demonstrate how insignificant these numbers are compared to the whole of BC. These values also do not account for the supposed reduction in emissions from the 2007 baseline for the province of British Columbia, which by the projects end in the late 2050's would put the percentage of emissions contributed by the LNG project to BC's annual emissions at closer to 0.75% than 0.17%. How much money would this bring in to Canada, B.C., and the communities around Summit Lake? Is B.C. or Canada subsidizing this project, if so how much money is being put towards it? Why invest in LNG when we can invest in true renewables with much less emissions than LNG and without the potential of leaking methane which has a higher warming potential than carbon dioxide?  Why invest in LNG when renewables are shown to be cheaper and will help solve a problem instead of worsening it?  If there is a leak of natural gas what might prevent a bad actor from not reporting it?

• To the south and west of the LNG project they propose a long siding next to the CN rail line.     Today there is not a lot of traffic on the FS road.  Ten years for now that may not be the case.  Should there be a long line of flat cars parked on the siding will they obstruct vehicle traffic using the North Salmon FS road?   In the Prince George area we have a road that goes to the Otway community, there are three railroad crossings on this road.  As the community has grown there has been increasing community pressure to either reroute the road or build overpasses.  There may come a day when the North Salmon road interconnects with a road to the west.  Alternate transportation routes are gaining importance when principal transportations routes are blocked by major traffic accidents or forest fires.   The North Salamon FS road serves most industrial uses today.   Should there be an accident to the west, what priority does passage along this road have for emergency vehicles?   The site of the LNG facility is in the headwaters of the Fraser River.  The Salmon River is an important spawning area for anadromous fish.  Is there going to be any specific care to collect surface water from the site?   Grading, ditching and retention ponds are much easier to construct before infrastructure appears on the site.
