  • Impact Assessment Agency of Canada 200-1801 Hollis Street Halifax, Nova Scotia B3J 3N4 January 19, 2024 Re: Cooper Cove Marine Terminal Expansion Project Impact Assessment Agency of Canada, We would like to thank you for the opportunity to provide comments on the Summary of the Initial Project Description for the Cooper Cove Marine Terminal Expansion Project, proposed by the Port of Argentia. Humber Arm Environmental Association, commonly known as ACAP Humber Arm, is a community-based, not-for-profit organization established in 1991. With a focus on aquatic environments, both marine and fresh water, ACAP Humber Arm is continuously engaged in multiple initiatives contributing to the environmental, social, and economic well-being of our province. ACAP Humber Arm is governed by a volunteer Board of Directors representing a diverse cross section of stakeholders (academia, fishers, recreational users, industry, government, municipalities, members of the public) and regularly partners with First Nations, other ENGO’s, government and academia. The expansion of the Cooper Cove Marine Terminal could result in positive economic growth for that region and province through the creation of new jobs, strengthening transportation links between Newfoundland and Labrador and the rest of Canada, and upgrading infrastructure for green energy projects in the region surrounding the Port of Argentia. Economic growth cannot, however, come at the expense of our environment. Eelgrass (Zostera marina) is designated an ecologically significant species and provides critical fish habitat throughout the coastal regions of Placentia Bay. It is a highly productive marine angiosperm that forms ...

  • GREG PRETTY President JASON SPINGLE Secretary-Treasurer __________________________________________________________________ January 10, 2024 Cooper Cove Marine Terminal Expansion Project Impact Assessment Agency of Canada 200-1801 Hollis Street Halifax, Nova Scotia B3J 3N4 To Whom It May Concern, Please accept the Fish, Food and Allied Workers’ Union (FFAW-Unifor) comments regarding the Initial Project Description for the Cooper Cove Marine Terminal Expansion Project proposed by the Port of Argentia (POA). FFAW is Newfoundland and Labrador’s largest private sector trade-union servicing over 10,000 professional fish harvesters in this province. We represent a key ocean stakeholder with particular interest in NAFO fishing area 3Ps, including Placentia Bay and the POA. The inshore fishery in NL contributes over $1 billion to the provincial economy annually, therefore, meaningful inclusion throughout the planning phases of this development will greatly reduce the potential economic loss imposed on the fishing sector during future activities. So far, forthcoming information and invitations for participation and feedback as part of this process have been timely and appreciated by the union. As mentioned throughout the project documents, Placentia Bay has a rich historical and social context defined by its coastal communities, their relationship with the sea and their reliance on a sustainable fishery for economic prosperity. The health of the ocean and protection of biologically renewable resources, like commercial fish species, are at the forefront of members’ minds when new developments within these shared ocean spaces are proposed. The project description mentions a ...

Energy NL strongly supports this project. The Port of Argentia (the Port) has a key role in support of energy development in Newfoundland and Labrador and the Cooper Cove expansion will properly position the Port to grow in support of transportation and energy related opportunities for the province. Energy NL was founded in 1977 to represent the supply and service sector of the energy industry. Today, Energy NL represents over 500 member organizations which are involved in, or benefit from, the energy industry of Newfoundland and Labrador. Energy NL members are a diverse representation of businesses involved in a range of activities related to both renewable and non-renewable energy development, construction, and operations. This includes, but is not limited to, areas such as direct offshore and onshore supply, health and safety equipment and training, engineering solutions and fabricators, law firms, and human resource agencies. The Port of Argentia, with its ice-free harbour, an abundance of flat land, and direct access to international shipping lanes, has been a longstanding strategic industrial asset for Newfoundland and Labrador and Canada. In fact, it is these attributes which led to the United States selecting this area ...

  • Table 1: Key issues to inform the impact assessment process The Agency asks that federal authorities guide expert advice on the Agency's approach to project specific tailoring, if the Agency is in the opinion that an impact assessment is required. This approach aims to focus the assessment on the Project’s key issues, with an emphasis on the prevention of adverse environmental effects in areas of federal jurisdiction. In determining key issues, federal authorities should be mindful of the Project’s context (size, scope, location), Indigenous knowledge and perspectives, and public concerns. Potential effects that are considered minor, or that can be mitigated through clear measures, existing guidance or other regulatory processes, may be subject to simplified information requests or be disregarded. Advice from federal authorities on key issues and solutions - and on the scope and detail of the studies and information requested - will enable the Agency to focus the analysis on those issues that are important for the impact assessment process.
