• Je demande des précisions sur l'impact des écoulements appréhendés dans la baie de Sept-iles et sur la zosteraie en le milieu marin et la probable contamination du milieu. En effet les fortes précipitations de la région géographique apporte un défis supplémemtaire a  l'impossible confinement des eaux de traitements et des dépots de déchets miniers contaminés avec des radioi-nucléïdes, se retrouveront dans la partie ouest de la baie de Sept-iles, lieu de fortes concentrations biologiques. le marnage des marées dispersera les contaminants dans toute la région qui est un haut lieu de pêcheries et de fréquentation de mammifères marins. Nous ne pouvont exclure les incidents de déversements reliés au trafic routiers qu'empruntent plus de 2000 travailleurs des différentes zones industrielles de la pointe-Marcornie.    Autre préoccupation, la plaine de checley est un milieu humide d'exception et le projet se propose d'y installer son usine et son parc à déchets, nous considéront que por que ce projet soit acceptable, les déchets devraient emprunter le chemin du retour via les super-sacs et etre enfouient dans la fosse d'ou proviennet ses substances,   Ce projet sera un des principals générateur de Gaz à effet de serre ce qui le rend autement questionable.

• Mining is an intensive activity. It involves roads, infrastructure, large machinery, and makes a scar on the landscape. If this mine is approved, future Canadians are going to benefit from the zircon oxides present in this deposit as well. Leaving them as tailings is a waste because it will require all of these same disruptions to the environment again when it is deemed strategically necessary or at least commercially acceptable. Canada does no mining for Zirconia.  Ytterbium oxide doped zirconium oxide is a ceramic with many existing and potential future applications. We should produce it in Canada if we are mining the rocks that contain it anyway.

• The potential for year-round shipping from the mine site raises significant concerns regarding its impact on ice conditions crucial for local hunting, trapping, and fishing, which in turn could diminish the quantity and availability of wild foods. This is compounded by a perceived lack of meaningful participation for local residents in the project's processes. Traditional knowledge risks being undervalued, and younger generations face potential limitations in accessing traditional hunting and fishing grounds, with lasting impacts across generations. The anticipated transformation of the land could further alter local wildlife habitats. Experiences with similar development projects, like highways and industrial zones, suggest potential community displacement, damage to local economies, and exposure to pollution with long-term health implications, while benefits often do not reach the most vulnerable.  Issues with public hearings, such as poor advertising and accessibility, alongside language barriers, hinder effective engagement. Therefore, transparent and inclusive stakeholder engagement, especially with Indigenous groups, and the integration of climate change resilience and biodiversity conservation across all impacted lands are essential. Any potential for collaboration on the review of this project will be welcome, including working with the IAAC to establish a collaborative approach on assessing impacts on Labrador Inuit, up to potentially cowriting sections of reports if possible, and to develop consultation plans for the communities. Consultations by authorities in the region should be centered around in-person meetings. As has been expressed by community members, the presence of actual decision makers in the communities during consultations would be a major element in building trust in the IA process. • It is of my opinion that the Strange Lake Rare Earth Mining Project be suspended under the current Detailed Project Description (May 31, 2024), for the following reasons: Torngat Metals wants to be recognized as a leader in environmental and socially responsible rare-earth mining and processing technologies, which has been reinforced by the extent of their initial Detailed Project Description. Notably, the company received a grant from the Ministry of Natural Resources and Forestry of Québec for the development of advanced rare-earth processing techniques i.e. increasing the competitiveness of Canadian mining and resource viability. I am concerned of the vested interest from the Government of Quebec and the short-lived economic benefits versus negative environmental impacts. The construction of the single lane access road to the port area of Anaktalak, N.L. only to ship rare-earth metals along the coast of Labrador is a roundabout and inefficient means to an end, and does not meet the innovative, environmental and socially responsible ethos framed by Torngat Metals. Alternative routes that more thoughtfully address Indigenous rights, support sustainable transport past a 30-year plan and acknowledges durability in rugged winter environments should be examined.    Further investigation and more concrete proposals related to the long-term effects on water quality from open pit mining, concentration of rare-earth and storage of waste rock at the Lake Brisson site need to be addressed. • I worry about the ecological implications of constructing this mine, and the potential for infringement of indigenous rights. Population dynamics of both fish and Caribou are quite complex, and highly susceptible to disturbances resulting from this project; road construction and river crossings threaten the natural population dynamics essential to successful ecosystem functions. The changes to the landscape due to mining activities are not small, cannot be fully mitigated, and will affect all communities that rely on the land for many years to come. I urge the proponent to listen to and respect the decisions of indigenous rightsholders, as it is their land they wish to occupy and degrade.

Inadequate study of the pristine caribou calving ground environment of the proposed roadway through Labrador, and its potential to be returned to ‘calving ground condition’ after 30 years of road use. 2. Instead of a road, use of an ‘suspended monorail’ for shipping product to the designated location, plus accommodation other shipping needs, all run by hydroelectricity. 3. Reconsideration of shipping route, instead, through Quebec to Schefferville using ‘suspended monorail’, and continued onwards to Sept-Iles. 1. The area of the proposed road is known locally for its pristine condition, and its natural aspects are important to the Labrador culture, as seen in responses already posted. Its value is not currently internationally recognized, but it is an example of an area that needs protection rather than being ruined with construction of a road. Could it really be returned to ‘caribou calving ground condition, after thirty years of road use? What do caribou need – moss that may take 10 years to regenerate? In the meantime, hunting from the road, even though ‘private’ could affect the natural balance of animal habitat? But will this proposed road/development suppress, if not eliminate, any prospect of the George River Caribou ever recovering to the extent that it once was? 2. • Due December 4.   I am very concerned about the destruction of the trees, wetlands, and environment to, ironically, create batteries for electric vehicles.  The near Arctic is a very environmentally sensitive area home to caribou and many other animals.  Please don’t build a mine on their home. Please look for other ways to obtain lithium and metals. I am concerned that fish were caught to see what kind of fish live there.  Please switch to humane non lethal ways to identify animals.  I am very saddened that fish were killed to test for pollution.  Please stop lethal sampling and acute lethality testing of fish, frogs, birds, etc. Please switch to Non Animal Methods, or humane non lethal bio monitoring.  There are definitely effective non animal methods of ecotoxicology Please do not build this mine.  It cuts right through the homes of Indigenous people, most of whom do not want their homes and traditional way of life destroyed by this proposed mine. The mine will also displace caribou and many other animals.  Additionally, mining involves a lot of animal testing, with acute lethality tests on fish, and lethal sampling of free roaming wildlife.  Already, a lot of fish were killed to study the effects on the environment.  This is not consistent with Canada phasing out animal testing.  Please stop this destructive project, and instead invest in recycling Rare Earth metals, and encourage people to stop throwing out their phones every time there is a new model.   Nicole Corrado

• September 23, 2024 Draft Joint Impact Statement Guidelines for Strange Lake Rare Earth Mining Project Comments by Mary Lou Harley, PhD Thank you for this opportunity to submit a few comments concerning the adequacy of some of the requirements in the Strange Lake Rare Earth Mining Project Draft Joint Impact Statement Guidelines. The numbering is that of the relevant entry in the Guidelines. 1.1.4 I suggest that more be added to the stated requirement that Where the proponent is of the opinion that the information is not required, it should contact the jurisdictions to confirm the rationale for not including it, prior to submitting the Impact Statement. The rationale for not including the information must also be provided in the Impact Statement. I recommend that the rationale that would not be acceptable for failing to provide required information be given in this section. I offer these points: - An area where research is inadequate to support a conclusion of safety cannot be dismissed as not required nor can it be misused to imply safety. - - Where required information is not available on an issue of concern, it is not accepted as not required. Rather, it is to be acknowledged as required with an indication of the information needed to address the concern, and without use of misleading phrases such as “There are no known concerns.” - Where the required information relates to threats of serious or irreversible damage, lack of full scientific certainty is not an acceptable reason to not include the available information and the potentially effective measures for mitigation or prevention. - Recognizing that research is on-going, the fact that a body of relevant scientific research has conclusions that differ ...

•   This comment is provided in response to the proposed Strange Lake Rare Earth Mine. In our review of the Draft Public Participation Plan and the Draft Joint Impact Statement Guidelines. This comment is a summary of the feedback and insights generated from our team, and during our independent community engagement sessions, and is being submit on behalf of Keepers of the Circle and the AnânauKatiget Tumingit Regional Inuit Women’s Association.  To strengthen the Draft Joint Impact Statement Guidelines, we recommend the incorporation of a Culturally Relevant Gender-Based Analysis Plus (CRGBA+) framework. Given that the Strange Lake project has multiple effects for a many different Indigenous communities, Inuit, Innu and First Nations peoples it is important that the voices, experiences, and perspectives of Indigenous women and gender-diverse individuals are not only recognized but actively included and listened to throughout the Impact Assessment process. We also call for the Nunatsiavut Government to conduct their own social impact assessment with the communities they represent to collect good baseline data that will help inform impact mitigation strategies for the communities in an effective and CRGBA+ informed way. The CRGBA+ framework ensures that the unique social, cultural, and economic realities of Indigenous women and gender-diverse people are thoroughly considered. This approach goes beyond a generic Gender-Based Analysis Plus (GBA+) analysis by specifically addressing the intersectionality of gender, culture, and Indigenous identity. Il y a eu une première consultation et série de commentaires sur la Description initiale du projet Strange Lake. Les experts fédéraux et de nombreux citoyens se sont exprimé sur le sujet de l’usine de purification à Sept-Îles. Nous n’avons retrouvé aucune mention qu’il serait préférable que l’usine de séparation de Sept-Îles soit dissociée de la mine (Strange Lake). Dans la Description Détaillée du projet, l’usine de Sept-Îles est encore étudiée.  Dans les lignes directrices conjointes : surprise! • STRANGE LAKE GROUP COMMENT SUBMISSION Attention to:  The Nunatsiavut Government Torngat Metals Government of Newfoundland and Labrador   To whom it may concern:   We are a group of concerned Indigenous women from Nunatsiavut communities who will be impacted by the Strange Lake project. We are writing to you to voice a number of concerns and gaps that we have identified while reading the Strange Lake Rare Earth Mining Project Summary. Our concerns are related to:  Impact of the road on Labrador Inuit/Innu and wildlife and land Impact of the overall project in Indigenous peoples culture, food security and cultural heritage Impact of the project on marine mammals and endangered species Gaps in studies available and cumulative effects of the project Concerns related to the road construction: We are concerned that constructing a 125 Km access road through northern Labrador will change the landscape forever. It may cause environmental damage to permafrost, destroy habitat for caribou and other wildlife and the environment, including birds, and plant life. A road will change the land that could be burial sites, or contain valuable artifacts. • Bonjour, j'aimerais savoir quels types de rejets hydriques émaneront de l'usine de séparation et quelles en sont les composantes sachant que les rejets et le ruissellement pourront se retrouver dans le milieux marins. La deuxième plus grande zostoraie du Québec est essentiellement situé dans la baie de Sept-iles et la possible contamination par des substances diverses incluant des radio-nucléîdes pourraient contaminer la chaîne trophique et avoir un impacte négatif sur l'ensemble des animaux incluant les mammiferes marins, les poissons et les crustacés sans compter les mollusques. la Baie de Sept-iles est aussi un parc de pêches important.  Ma  deuxieme question est intemporel et signal mon inquiétude concernant les dépots polymérisés des déchets miniers et l'élévation innévitable des océans. il est prévu que seule la fonte des glaciers continentaux élèvera le niveaux des océans de 77 mètres. hors juste la dillatation thermique des océans a déja provoqué l'élévation des eaux côtieres depuis les années 50 de près de 10 cm avec les impacts tres negatifs sur les flux de marée avec les concéquences que vous connaissez.  Quel sera leg aux générations suivantes sachant que ces dépots pourraient etres en contactes avec l'erosion cotieres anticipée par l'élévation des océans ??  Ce qui nous semble improbable à court terme pourrait se révéler ...
