  • What follows are my submissions to the IAAC on the filings presented by the proponents of the Marmora pumped storage project and authored by the engineering firm Hatch.  Prioritise Public Safety The proponents indicate their intention to build a large water reservoir immediately above a community where significant numbers of people live in permanent residences – what has been described as “a lake in the sky”. At p.  24 (of the print version), the Hatch summary report acknowledges that community members have raised concerns about the design and safety of the upper reservoir. Those concerns should be central concerns of IAAC. The failure of a pump storage upper reservoir at Taum Sauk in Missouri in 2005 illustrates the destructive potential of an elevated artificial reservoir. The size of the failed reservoir at Taum Sauk was approximately the same as that proposed over top of the town of Marmora. Only the very fortunate timing of the Missouri failure prevented what could have been a major loss of life. One might expect the proponent’s engineer to pay particular attention to safety concerns. On the contrary, the thinness of the Hatch report on safety seems remarkable. All the report provides is the following comment: The Upper Reservoir is proposed to be constructed on the northeast portion of the existing non-reclaimed broken rock pile to function as a headrace pond. Construction of an upper containment dam with an impervious liner ...

  • Though by superficial initial impression this project seems to benefit marmora and the country, it is clear that the only certainties surrounding it are the extensive environmental damage and destruction it will cause to a historic man made local attraction, surrounding forests, marshes and waterways. It risks disrupting and displacing 176 different species, 28 of which are identified as at risk. There are only ambiguous grandiose promises of some sort of country wide net gain when locally, the certainties include: “carbon dioxide (CO2), methane (CH4), nitrous oxide (N2O) and other GHG will also be released to the atmosphere during all phases of the Project” (Pg. 100). During the first 5 years “direct and indirect GHG emissions for construction have been estimated at 39,871 tCO2e per year” (Pg. 101). Noise and vibration emissions are expected to occur throughout the duration of the Project too. These figures are highly concerning considering the proximity of the Project to local homes and businesses, specifically Caressant Care Marmora (nursing home), and Sacred Heart Catholic School (JK to Gr. 8) not to mention an overzealous disruption of the main artery of the town and region, Highway #7 which, single laned in nature is already restrictive, and due to the increase in local traffic in recent years would struggle to support additional industrial traffic during the projects construction phase. It is no question that there is extremely limited benefit for the town of Marmora and possibly endless risk to the citizens of Marmora and the Hastings area. The shady particulars, opportunistic margin of ambiguity and lack of accountability, plus questionable adherence and continuation of ...

  • Although the Marmora Clean Energy Hub Project is not situated within the Crowe Valley Conservation Authroity Watershed, the CVCA must consider the potential impact upon its local watercourses and waterbodies.  At the time of this submission the CVCA has been informed the dewatering of the mine site may result in significant discharge into the Crowe River.  As per Ontario Regulation 159/06 the CVCA has concerns the discharge may alter the dynanmics of the Crowe River from the point of discharge downstream to where the Crowe River empties into the Trent River system.  Not only is there possibly a water quantity issue the CVCA is cognizant the water temperature could be affected and water from a souce outside of the CVCA watershed may have an impact on flora and fauna in the Crowe River.  The dewatering process may have an impact on CVCA's dam operations and decisions as staff manage the lower reach of the Crowe River.  This concern would be particularily relevent during unforseen high flows in the Crowe River. The CVCA is also concerned the installation of transmission lines may have an impact on welands in the Crowe watershed.  This would be determined through the Ontario Regulation 159/06 application process once the route of the transmission line has been identified. Without a groundwater study the CVCA is concerned the dewatering may influence the movement of groundwater in the CVCA watershed. The CVCA is more than willing to discuss the above noted comments and recommends further study to ensure the best possible outcome for the CVCA watershed.

The ORA advocates for effective policy and legislation to ensure that development affecting Ontario rivers is environmentally and socially sustainable. The ORA is pleased to comment on the proposed Marmora Clean Energy Hub Project (Project), in which Northland Power Inc., in partnership with Ontario Power Generation, is proposing to construct and operate a new pumped storage hydroelectric generating facility that would produce up to 500 MW of electricity for 100 years. The Project would be constructed in the Municipality of Marmora at the site of the abandoned Marmoraton iron ore open pit mine which would be transformed into the lower reservoir of the facility. The Project would also include an upper reservoir, tunnels and a powerhouse, a water delivery system, an underground ...

  • Kathy Hamilton, Marmora Resident - FULL Commentary Now well beyond having become eligible for "senior citizen" discounts, I have been a local resident within the urban area of Marmora since 1989, owned and occupied the same home with immediate family since 1990. Since our family dwelling is serviced by the municipal water supply, I will not presume to represent the many local residents whose concerns about their future water supply are based on private water wells. Against advice from family and friends since 2011, to 'get out of Dodge' and start over elsewhere while still possible, we would prefer to remain in what had - up until 2011 - seemed like our community and Home Sweet Home for the rest of our lives. This project's proposal was first revealed to our local public via a "Public Information Meeting" held early afternoon on Friday June 10, 2011 - for which there had been a same-day Joint Press Release issued, containing this local-eye-popping quip within a quote from Northland Power Inc's President (highlighting mine): "Northland Power is very excited to have the support of the people of Marmora and Lake for the Mamora Pumped Storage project." Prior to June 10, 2011, our local public had been offered no clue that this proposal existed, never mind that negotiations related to it had been going on awhile locally, behind the scenes - until this ad was published on June 2, 2011 in one of the two local newspapers we had then received: Page 1 of 24 By fall 2011, local heretics that remained brave enough to publicly challenge the never-substantiated claims of this proposal having *"overwhelming support from the Community" already knew what 'Cancel Culture' was. Sadly, this remains the case today. • ...

  • On behalf of the Hastings Lennox and Addington EDA for the Green Party of Canada we would like to clarify that we are in favour of the Marmora Pumped Storage Project in principle. However, the following concerns need to be addressed before any commitment to proceed:   Impact on local wells of lowering, and maintaining, the water level in the Pit to the project's operating level.   Impact on downstream tributaries and associated flora, fauna, funga and - Humans -  with the initial large volume of water that will need to be removed from the pit as well as the ongoing removal of water to maintain the operating level (the assumption being that groundwater will continuously flow into the pit as well as additional water from precipitation). Impact on Seniors whose accommodations (Crescent Care Retirement Home) are very close to the tailings and will have to endure the noise of the construction, and possibly the noise of the project in operation, for years potentially severely compromising the quality of their remaining life. Assurance that water removed from the pit, both initially and on going, is not contaminated, especially once the pit has been drained to its lowest level. Again, we want to be clear that we believe this project will be good for Ontario but we would like to understand how the citizens of Marmora will benefit.  It is our understanding that for some reason that is unclear to us this operation will not be required to pay property or business taxes to the Municipality.  Once the project is in operation it is unlikely to require more than a handful of ...

  • This comment is provided in response to the proposed Marmora Clean Energy Hub Project Project. In our review of the IPD summary, we prepared a summary of information and disseminated it to interested parties from nearby communities.? We understand that the energy hub is being created to develop a closed-loop hydroelectric storage facility. We are in support of green energy projects and moving Canada closer to obtaining our net zero emission targets, and hopefully to overshoot these targets and become entirely emission free within the coming decades. The previous Marmoraton mine, which closed in 1978, clearly displays the harmful impact of the resource extraction industry, where mines are given access to destroy the land, eventually being abandoned, and never restored. It is essential that the industry at large take action to rehabilitate land that has been significantly altered from mining processes, and ensures to the greatest extent possible, that the original ecosystem be restored. Projects like this are innovative and meet the demands for increased sustainable energy and widespread environmental restoration. Nevertheless, we seek to ensure that the project is done in an inclusive and authentic way, and that the benefits can reach both the ecosystem and community levels.   We wish to echo the concerns of the communities related to cultural heritage preservation. Specifically, to preserve and maintain water quality and quantity for localized and downstream water systems. These waterbodies are used for essential traditional and cultural uses including hunting, fishing, and trapping. Therefore, to respect the rights of Indigenous People, as enshrined in section 35 rights, it is imperative that the ...
