• To the Impact Assessment Agency of Canada,   Alberta Wilderness Association (AWA) appreciates the opportunity to comment on the Moraine Power Generator. We have concerns regarding the construction of a new natural gas plant, the carbon capture technology under use, and the impact of construction on the sensitive landscapes, including a key wildlife biodiversity area. We oppose the development of new natural gas infrastructure, although should the project proceed, we advise re-routing of pipelines and transmission lines to avoid wetlands and key biodiversity areas, extensive restoration of construction areas to functional native habitat, and long-term monitoring of the facility and all components for changes to wildlife, vegetation or air, soil and water quality. Please see our detailed comments in the attached letter.

Founded in 1965, AWA strives to help Albertans understand the intrinsic values that wildlife and wilderness provide, and encourage communities to participate in conservation initiatives that will ensure a legacy for future generations. With over 7,000 members and supporters in Alberta and across Canada, AWA is dedicated to conserving and protecting Alberta’s wilderness. The Moraine Power Generation Project is proposing to construct a new natural gas-fired power plant with carbon capture and storage. In addition to the power generation facility, where electricity will be produced, the project also proposes an approximately 10 km transmission line and two pipelines, for carbon dioxide and natural gas transportation, estimated to be 12 km and 30 km in length respectively. AWA does not support continued development of natural gas infrastructure and has several concerns regarding the proposed project. Given the potential detriment to the environment, the risk to human and wildlife health and the expected carbon emissions, we suggest that the short-term benefits of this project fail to justify the costs of construction. • Alberta’s electricity sector is rapidly undergoing transformation, most notably influenced by the drive toward net-zero emissions and the demands of the increased electrification of other sectors of the economy.  Electricity costs have been a significant growing concern for the business community based on research conducted by our network. Findings from May of 2023 indicate that nearly nine-in-ten business leaders believe that it is important to pursue all options to increase market competition in the supply of electricity to reduce the cost to their organization. Access to affordable and reliable power is crucial to support continued investment in our province. The price of electricity needs to enhance, not detract from, our ability to compete globally and attract investment. In light of the need to improve reliability and affordability while also meeting growing consumption, projects such as the Moraine Power Generation Project are worthy of robust consideration.

• The Town of Whitecourt supports the proposed power generation project located near Whitecourt.  The proposed location makes good use of the property; there is good infrastructure access in place; and the proposed project will provide short and long term employment for the community. The power generation created by the facility and the CO2 capture component is a key feature of the project.  Please see the attached letter for more information.

• I attended the open house for this project. The project team did an excellent job of reaching out to everyone who attended, and making themselves fully available to answer questions. I spoke with a number of people before and after attending the presentation, and all were very excited about being the host community for this project. The technology, with up to 95% carbon capture, could be a game-changer in terms of helping to achieve the climate goals that have been set for 2030 and beyond. Not only is this project a very promising development from an environmental standpoint, but it would also be great news for the local economy. I'm sure that I am one of many who are hoping that the project's proponents are able to work with all stakeholders to expedite it in a responsible manner.

We use it for medicine picking, hunting, fishing, ceremony, and various other activities. We are Treaty Six signatories and as such have every right to harvest and use the land. We are always careful to give back to our mother earth. My recommendation is a full-scale reclamation of the land being utilized. I have been to other sites where the original inhabitants of the land have been reclaimed as the project moves along. That being the trees, grass, traditional medicines and whatever else has been displaced during the construction phase, so that the environment and wildlife can once again flourish.
