  • Building another natural gas power plant in Saskatchewan does not align with Canada's Climate Action goals to achieve net zero emissions by 2050.  When we know better, we must do better!  We know that burning fossil fuels contributes to dangerous climate change.  Alternate technology exists to provide energy with lower emissions.  Continuing to build O&G infrastructure is like taking 10 steps backwards.  We must not continue with business as usual.  Building a new natural gas power plant with a lifespan of 25 years (beyond 2050) does not match up with what should be our priorities in a climate emergency!  Individuals can take steps to reduce their impacts (reducing energy consumption and reduce emissions), however residents and businesses rely on our government and Saskpower to take steps to decarbonize our power grid to reduce our scope 3 emissions.  I expect government to be leaders not laggards when it comes to sustainability and working towards improving quality of life for everyone.

  • The proposal to build new unabated gas fired generation is not compatible with a decarbonized economy.  The International Energy Agency and the Canadian Energy Regulator (among others) have indicated that there can be no further expansion of fossil fuel infrastructure if we are to achieve net zero emissions by 2050.  To build new fossil fuel generation without pollution abatement is a wilfil act to exacerbate dangerous climate change. The international community is becoming more focused on loss and damage attribution for climate impacts. The words "loss and damage" are polite ways to say "liability and compensation." Furthermore, there are growing legal challenges related to ongoing and development of new fossil fuel projects. In Saskatchewan, a court challenge has been commenced (April 2023 - attached) arguing that new construction of unabated fossil fuel generation violates Charter rights to life, security of person, and equality rights. Any consideration of this project should be suspended pending the decision from the court on the present project (Great Plains Power station near Moose Jaw, SK). This project should not proceed unless pollution abatement equipment is included and the carbon emissions can be sequestered in such a manner that the project does not exacerbate dangerous climate change. The proponent must demonstrate that new projects are compatible with a net zero objective for their fleet of assets or undertake to purchase verifiable carbon offsets for the lifetime of the project.   • Comments attached.  Further to the attached comments, there hasn't been any indication or details as such to justify the addition of the project.  Prior to the decision to proceed, there are no indications that this project is needed especially when the GHG emissions reductions should be the principle priority of Sask Power.  I see no justification for adding GHG emissions at this time and the proponent needs to go back to the drawing board, it would seem, and look fully into other alternatives, especially going the route of removing the demand side need for this expansion of GHG emissions created by this project.

  • Project Purpose The Project is required to serve increasing load requirements, enable the retirement of coal generation, and enable the addition of intermittent renewable generation projects (i.e., wind and solar). Comments: The proponent needs to provide adequate justifications for the purpose of serving increasing load requirements and why a gas-powered electrical generating plant is the only alternative for such a scenario. It has been previously determined that there are significant losses occur during transmission of electricity through the current grid system. If there can be significant savings of current generation through alternative options such as reducing the transmission lose, then these alternatives need to be discounted in favour of the production model. The need to provide adequate justifications for the classifications of renewable generation projects are intermittent. Renewable generation combined with battery storage can provide baseload supply. All renewable generation options have to be seen as not feasible for current baseload supply and increase load requirements. Similarly, other sources of electricity such as interprovincial transfers and energy conservation must be explored for the same requirements outlined above. Potential Benefits of the Project Natural gas generation is a key component to achieving both an increase in renewable capacity and GHG emissions reduction. Comments: The other options of reducing GHG emissions need to be adequately assessed as the elimination of an electrical need is equally or even greater able to reduce emissions.   • Hi,   Building a power station near Lanigan ensures that the mining companies get their power supply from a local supplier.    Nutrien has indicated that they will build their own on-site power generating stations for their operations. Either way, a new project is expected to produce more electricity to meet demand. It would be short sighted for Saskpower to be denied this opportunity to build a power station. Building a power station near lanigan would help with “line loss” and essentially the waste of energy. A significant amount of energy is wasted in transferring power over long distances. Having the source closer to the consumer would reduce the wasted energy and therefore increase its efficiency. A win for everyone.    Saskpower has a history of safety as well as diversity. If we are to reduce emissions, we need to have more natural gas fired plants and less coal. The only way to make this project even more attractive is to have a small nuclear reactor.  A clean source of carbon free electricity. Either way, this project is going to help Saskatchewan meet its carbon emissions targets.    It is clear that the federal government has very little interest in what actually happens in Saskatchewan. Denying the project would send a clear message that the federal government is committed to ensuring road blocks are put in at every opportunity. Let’s not forget the impact that the province of Saskatchewan has on global emissions. Saskatchewan and Canada are not the problem in terms of emissions. We need to focus our energy efforts to places like India and China.    Let the ...
