• Hello Spencer.   Georgina Island First Nation has openly been against this project since it was first introduced. Since this is the first time anyone from the project has reached out to us, your request for input with a due date that has passed is not sufficient consultation. We are constitutionally owed the right to consultation. We have not been provided with any EA’s to review regarding this project, which is also our constitutional right.   The project will have direct impact on our hunting and fishing areas as set out in the William’s Treaty. It will also have a direct effect on Lake Simcoe where our drinking water is taken from. We have been working since before 2017, when the Ministry of Health finally declared a boiling water advisory for our First Nation, to provide safe drinking water to our community.   There are many issues our community has with the project. One major question that keeps coming up; has the company (or another shell company ran by the same people) that plan on building this aerodrome been charged with dumping toxic fill previously? Many people looking into this have found previous charges against these people. Will this be investigated, and will it have any impact on your decisions? We believe that the loophole with the length of the runway length being a few meters too short, should not impact the necessity for full environmental assessments, especially considering this project will be located on and around wetlands that feed directly into Lake Simcoe.     Full and proper Environmental Assessments need to be followed. • Good morning Spencer,   Thank you for the information on the Baldwin East Aerodrome Project, and the offer to meet to go over the designation request process with the Georgian Bay Traditional Territory Consultation Committee (GBTTCC), the Regional Consultation Committee (RCC) for Métis Nation of Ontario Region 7, an Aboriginal rights-bearing community including the Georgian Bay Métis Council, the Great Lakes Métis Council, Barrie South-Simcoe Métis Council and the Moon River Métis Council.  Unfortunately, it appears the RCC does not have availability to meet prior to the deadline you have outlined.   The RCC would, however, like to express that based on the information provided, they believe the project has the potential to impact Métis rights, interest, and way of life. As an Indigenous people, Métis depend on the lands, waters and resources in their traditional territories to exercise their Aboriginal rights and Métis way of life. • Baldwin East Aerodrome Project – Designation Request – Agency Questions March 10, 2023 The Agency would like to meet with ECCC (including CWS) as soon as possible to discuss the species at risk indicated in the submission. Specifically, to discuss CWS input for the following: 1. Any federal legislative mechanisms (e.g. SARA permit) that ECCC can implement if the presence of western chorus frog were to be confirmed in a future field study, as it is not listed under Ontario’s Endangered Species Act; and For species listed in Schedule 1 of the Species at Risk Act (SARA) as Extirpated, Endangered or Threatened, a permit may be required from ECCC (section 73 of SARA) for activities that affect a listed terrestrial wildlife species, any part of its critical habitat, or the residences of its individuals, where those prohibitions are in place. As a terrestrial species at risk, that is not a migratory bird, the SARA prohibitions for individuals and residences of Western Chorus Frog are in place on federal lands. An Order by Governor in Council would be required for these SARA prohibitions to be brought into force on non-federal lands. At this time, no such order has been made for Western Chorus Frog in Ontario. Similarly, if critical habitat were to be identified for Western Chorus Frog at this site in future, through an updated recovery strategy or action plan, an Order by Governor in Council would be required for SARA prohibitions protecting critical habitat to be brought into force. • Mr. Roth,   The Lake Simcoe Region Conservation Authority has reviewed the request under the Impact Assessment Act for the designation of the Baldwin East Aerodrome Project. Based on our review of the information provided we offer the following comments for your consideration:   General   The Lake Simcoe Region Conservation Authority (LSRCA) implements Ontario Regulation 179/06 pursuant to the Conservation Authorities Act. This Act and Regulation considers Natural Hazard management from a watershed perspective.   The LSRCA is delegated provincial interest in plan review for Natural Hazards from the Province. The LSRCA is a commenting agency for Municipalities as it relates to land use and applicable environmental legislation. Specifically, the Authority provides comments and information under the Provincial Policy Statement and the Lake Simcoe Protection Act and Plan as well as the Greenbelt and Oak Ridges Moraine Act and Plans prior to recent Provincial direction. Policy 6.40-DP of the Lake Simcoe Protection Plan is applicable to this site. “Outside of the Oak Ridges Moraine area, an application for major development within a significant groundwater recharge area (SGRA) shall be accompanied by an environmental impact study that demonstrates that the quality and quantity of groundwater in these areas and the function of the recharge areas will be protected, improved or restored.” Please demonstrate how this policy will be satisfied.
