  • We are submitting our comments on the Summary of Initial Project Description for the Northern Road Link Project (https://iaac-aeic.gc.ca/050/evaluations/proj/84331) (Reference Number 84331).   We are submitting this feedback in our capacities as WCS Canada scientists conducting research on species and ecosystems to inform conservation decisions. WCS Canada is a national non-government organization that has been engaged in Ontario since 2004, with research and conservation priorities in Ontario largely focused on the far north region. We are some of the few scientists with continuous presence in the region. We lead ongoing field-based research programs that are currently focused on wolverine and freshwater fish; we support and collaborate with First Nations on community-based research and monitoring projects; and we support and collaborate with academic, government researchers, and First Nations conducting ecological studies in the region. WCS Canada has a long-term and consistent engagement around impact assessment at the federal and provincial level, particularly for projects in northern Ontario. In these comments, we first provide four overarching concerns and associated recommendations on the Summary of Initial Project Description for the Northern Road Link (NRL) as a whole. Following these are some specific comments on various Sections within the Summary of Initial Project Description. See attached file for full comments.

  • Good evening,   I am writing in response to the Impact Assessment Agency of Canada (IAAC) comment opportunity on the Summary of the Initial Project Description for the Northern Road Link (NRL) Project, as posted on the Registry site (Reference Number: 84331). It is understood that the IAAC is determining whether an Impact Assessment is required for the proposed project.   Long Lake #58 First Nation (LL58) does not currently have the required resources to conduct a review of this technical document within the comment deadline. While LL58 has made efforts to be engaged and informed on this project, the restrictive timeline and resource challenges have prevented our participation in this project to-date.   This is a major project that will change the face of northern Ontario forever. LL58’s inability to provide formal comment should not be seen as an absence of concern nor disinterest in the project; we recognize that this is important and hope to engage in a more fulsome manner as the process advances.   Meegwetch,   Kim (on behalf of LL58)

  • Impacts on Mother Earth will be huge with the Northern Roads Project (NRL). The access this development will create will be like never seen in this unmarked area. There are always positive and negative issues to consider with a project of this magnitude for the people, communities, natural environment, and existing wildlife. The initial feedback is an amalgamation obtained from the historical data from the community combining the expertise and knowledge of our land users in the project area. Our community's contributions are beyond academia and are part of our history and cultural practices. Continued and significantly advanced consultation will be required to further and fully understand the extent of the impacts on Animbiigoo Zaagi'igan Anishinaabek. Serious consequences will come with these decisions on the project activities that cannot be taken back once commenced. After contorting the landscape, it will be that way forever. Please find attached a letter with our community's comments for your review.

Part of my responsibility as Chief is to protect my Nation’s Section 35 rights. We, as a Nation, are signatories to Treaty No. 9 and hold rights throughout this treaty area. The comments within this letter are provided with that intent. We have reviewed the Northern Road Link (“NRL”) Initial Project Description (“IPD” or “Project Description”) for consideration and integration of our Section 35 rights. Please find overarching comments and a detailed review in the below table. Aboriginal Rights and Interests Management Plan During our review, we took particular note of the Aboriginal Rights and Interests Management Plan. This was referenced as a preliminary mitigation for multiple components, including Indigenous Land and Resource Use, Cultural Well-being, and Human Health. Given the proponents’ reliance on this Management Plan to address impacts to Aboriginal and Treaty Rights and Interests (as titled in the IPD), it is essential that Weenusk First Nation be provided with more information surrounding the proposed development of the Management Plan and its role in eliminating, reducing, or offsetting impacts. Determining the effectiveness of mitigation measures, or the ability to accurately predict their effectiveness, is crucial for informing the decision-makers responsible for the Project’s assessment and approval. We have significant concerns related to the potential environmental impacts of the Project on the region and the potential impacts of the Project on our Treaty and Aboriginal Rights and interests which we have raised in numerous submissions to members of the proponent group and the Province of Ontario. Documentation related to the Provincial Environmental Assessment Terms of Reference states that “the Project will connect the Ring of Fire mineral deposits in the McFaulds Lake area to the highway network via the proposed [Marten Falls Community Access Road]” and “enable economic activity by facilitating the transport of goods, services and resources.” IAAC’s invitation for comments on the IPD similarly states that the Project will “become part of a future all-season road network connecting mineral development activities in the Ring of Fire area to the provincial highway system at Nakina, Ontario.” Section 8.2 of the IPD states that the Project “will complete the necessary transportation infrastructure link ...

This letter, review, and comments are on behalf of myself, the Council, and Nation members of KFN. As the Chief of my Nation, it is my duty to protect our Section 35 rights which can be exercised throughout Treaty 9, of which we are signatories. To this end, we have reviewed the Northern Road Link (“NRL”) Initial Project Description (“IPD” or “Project Description”) for consideration and integration of our rights and interest and hope to collaboratively work with the Nation proponents for mutually acceptable outcomes. We acknowledge the guiding principles provided by both communities that include mutual recognition of inherent rights; mutual recognition of ancestral knowledge; mutual recognition of traditional knowledge and practices; mutual recognition of clan families and relationships; mutual recognition of sustainable livelihood; and mutual recognition of traditional protocols. KFN confirms that we will also adhere to the guiding principles. Many of the waterways which will be intersected by the Northern Road Link Project flow to Kashechewan and into James Bay, with the water starting near Marten Falls. This is a key concern for our Nation as fish are depended on year-round as a food source; animals rely on the water, and our people on the animals and water. • Northern Road Link Project #84331  To whom it may concern,   We would like to submit our comments about the Northern Road Link Projects Initial Project Description in the hopes that the Gender Based Analysis+ planned parameters can apply an intersectional analysis that encompasses intersectional identity experiences. This would create more meaningful engagement with both on, and off reserve band membership, Indigenous women, girls, and gender diverse people who are likely to be impacted by this project. We believe in the equitable inclusion of all identities in resource development projects. There are known impacts and barriers that accompany resource extractive industry which are experienced in greater intensity by vulnerable or marginalized identity groups. The inclusion of Indigenous women and gender diverse people priorities from project planning outset is highly needed to combat structural violence impacting marginalized groups. It is highly important to consider existing reports and findings that indicate the correlation between extractive industry and increased risks of violence, human trafficking, and the socio-economic marginalization of Indigenous women, girls, and gender diverse persons. We would like to submit the following comments on the IPD for the Northern Road Link Project.  Consultation & Engagement   In the summary of consultation and engagement activities to date (Table 3-1), it was noticed that only 2 of the 42 activities were delivered in an in-person method. We appreciate the variety of methods used to communicated meetings and review opportunities for the Terms of Reference. While we commend the wide variety of techniques that ...

The feedback provided is based on our expertise and traditional knowledge on the region in the proposed area. Mushkegowuk engineers and scientists come forward with years of multi-level environmental studies including impact assessments. We currently have several concerns regarding all ecosystems that encompass the proposed area including endangered species, waterways, and pollution. Regarding the Project Description Plain Language Summary feedback, we respectfully submit the following: The construction of a new road in the habitat of endangered species such as; sturgeon, wolverine, golden eagle, eastern migratory caribou as well as the boreal population of caribou, cause several negative affects on the species at large. Impacts include: 1) Habitat fragmentation: Roads can divide the habitat of endangered species into smaller, isolated fragments, which can make it more difficult for them to find food, mates, and suitable nesting or denning site. 2) Habitat loss and degradation: The construction of a road may require clearing of vegetation and destruction of natural habitats of endangered species, which can directly reduce the amount of available habitat for these species. The road may also increase the noise level, pollution and disturbance which will degrade the remaining habitat quality. 3) Increased mortality: Roads cause increased risk of mortality for endangered species through collisions with vehicles, which can result in a ...
