  • I am submitting this personal impact statement regarding the proposed Upper Beaver Gold Project. I am a resident of the Kirkland Lake area and a frequent user of the natural landscapes, waterways, and protected areas that define this region. I wish to raise concerns regarding the potential impacts of the proposed project on Gem Lake Maple Bedrock Provincial Park, a provincially protected area that preserves important natural habitats, recreational opportunities, and ecological values. While the park may not be located within the immediate project footprint, it exists within the broader regional environment that could be affected by large-scale mining activities, water management alterations, increased industrial traffic, and cumulative environmental effects. The proposed project includes a large open-pit and underground mining operation, on-site processing facilities, and the diversion of substantial volumes of water on an annual basis. Given the scale of the project, I am concerned that alterations to regional water systems, groundwater movement, surface water flows, and water quality may have consequences beyond the immediate mine site. The ecological integrity of protected areas such as Gem Lake Maple Bedrock Provincial Park should be carefully considered within the assessment.  I am particularly concerned about: Water Quality and Hydrological Impacts The project proposes significant water diversions and the discharge of treated effluent into the local watershed. I am concerned that these activities could alter natural hydrological conditions and potentially affect aquatic ecosystems connected to the broader regional environment. The long-term consequences for lakes, ...

They are the only measured record of how AEM’s water treatment performs at this site. The ECA allows up to 12,000 m³/day of treated effluent to the Misema River. It requires weekly effluent sampling, receiving-water sampling at seven stations, groundwater sampling at 16 wells, and an Annual Performance Report to MECP by March 31 each year. Six receiving-water stations, including the Beaverhouse Lake outlet (M1), are sampled monthly; the seventh (M2) is sampled quarterly. Water was the topic of two Upper Beaver Advisory Committee meetings in 2025. The draft minutes of the July 29, 2026 meeting record the follow-up only as sharing “the range of parameters that are tested in the effluent.” On September 23, 2026, AEM’s consultant responded with images of ECA Tables C-1, D- 1, D-2 and D-3. Those tables set out limits and sampling requirements. They contain no results, and their footnotes were cut off. Records requested 1. All Annual Performance Reports submitted to MECP. 2. • Mike Chaves Guelph, Ontario September 23, 2026 Mike Atkinson Impact Assessment Agency of Canada Re: Upper Beaver Gold Project (Registry Reference No. 82960): reliability of the proponent's engagement record Dear Mr. Atkinson, Thank you for your response. I accept that IAAC does not enforce privacy law. My question is a different one: who ensures that the record of public input the Agency relies on is accurate? Agnico Eagle is responsible for its Impact Statement, including the work of the consultants and software vendors it has hired. The Guidelines require it to summarize the issues the public raised and explain how that input was used. Stance labels such as “Opposition” and “Neutral” are applied before that summary is written, so they shape what the Agency eventually sees. Under the Impact Assessment Act, meaningful public participation is a purpose of the Act (s. 6(1)), the Agency must ensure it (s. 27), and public comments must be considered (s. 22(1)). The reliability of the engagement record therefore falls within the Agency’s mandate, whoever compiled it. I respectfully ask: 1 Will the Agency rely on the proponent’s engagement summary without verifying how it was compiled, including whether input was categorized by stance? 2 Your letter confirms the proponent must follow ethical guidelines on data collection. Who verifies compliance with that requirement, and how? 3 Will the Agency require Agnico Eagle to answer my Part A questions, and will its response be posted to the Registry? I would also ask whether IAAC itself uses automated or AI tools to process the public comments it receives. Federal regulators have treated the quality of this proponent’s engagement records as a compliance matter before. ...

The construction and use of access roads and any resulting loss or restriction of access to my property. Potential impacts to groundwater, surface water, drainage, wells, wetlands, and other water resources associated with mining activity. Noise, dust, blasting, vibration, traffic, and other impacts that could affect the use and enjoyment of my property. The concern is no longer merely that Agnico Eagle prefers one TSF location over others. The concern is that Agnico Eagle has stated in writing that the TSF location could not change in November 2025, and then reiterated in March 2026 that the proposed location is the only viable option, while also advising that the supporting studies would not be made available until the Impact Statement is filed. That sequence materially disadvantages the public interest. It prevents affected stakeholders from testing the feasibility criteria, examining the alternative siting analysis, or providing informed comment during the period when project design choices can still be ...

  • Good Morning, I am a student of Biology and Environmental Studies, currently taking a course looking into the Environmental Impact Assessment process. I would like to express my apprehension regarding the Upper Beaver Gold Project, and address a few questions I have after reading through the proposed project and other comments.   The greatest positive impact from this project comes from economic prosperity, as well as a market need for gold and copper. I wonder what the proponent's plan is to support the surrounding economy after the mine’s lifespan has expired? If this project goes through, the impact on the nearby environment will be seen long after the mine has closed, so I hope that the positive economic impact will be seen long after as well.   This project lies in the heart of Beaverhouse First Nation, with the main community centre only 2.5km away from the proposed mine site. The Canadian Government has asserted that the most detrimental effects of open-pit mines are: air pollution; water contamination; noise; and wildlife disturbance. All of these effects will hinder the ability of Beaverhouse First Nation to conduct their traditional rights in their territory. The nation has also expressed that the historical mines have negatively impacted their community, so I would urge the Minister to consider the cumulative impacts of mining in the area.   This region is important to the surrounding community for a number of recreational uses, including whitewater paddling that occurs on the Misema River. By redirecting a section of this waterway, ...

It came to our attention in early October 2022 that Agnico Eagle has recently surveyed Beaverhouse Road for the purpose of expanding the road to accommodate mine traffic and to eliminate sections of the road that have too many curves, requiring new sections of road to be constructed through areas that are now forested. Your update today confirms the information we received. “We are also evaluating the possibility to do some work along the Beaverhouse road that would include vegetation clearing along Beaverhouse road to improve the line of sight, as well as clearance of potential realignment. The Proponent, Agnico Eagle, has been in communication with the residents of the area for the past four years. unfortunately the proponents public claims of “being open and transparent”, have not been the case and our questions continue to go unanswered or discussed. It was because of this that we organized into what is now the Misema–Blanche River Alliance. • Hello, I have recently discovered that Agnico Eagle mine is planning on rerouting the Misema river for the new upper beaver project near the town of Dobie, Ontario, east of Kirkland Lake. In redirecting the river, they plan to drain and excavate Ava and York Lake and turn the area into a pit mine operation. Now I realize that these are small lakes, but they are important to the river ecosystem nonetheless and though I'm aware some form of environmental precautions are being taken by the mine, there is one aspect they may not have considered. Leading into and out of Ava lake are class 2 rapids recreationally run by paddlers travelling the river system, which downstream crosses the highway and continues down towards Englehart and connects to the blanche system, which then feeds into the Montreal river south of Temiskaming. I have been cottaging on Beaverhouse lake (above Ava on the Misema) my entire life and have ran this Whitewater stretch many times, and am not the only one. I recently spoke to Beaverhouse first nations about the project and it seems as though due to an old treaty they only recently gained status and are going through the political channels to designate land to their band, but feel as though the mine will take advantage of the property before they are able to do so. Many cottagers have also sold to the mine in order to avoid the changes soon to be felt by the introduction of a tailings managment area and heavy equipment. I have heard from some of the cottagers there is talk that they will have the only boat launch removed as it is right at the head of Ava Lake rapids, and will have to make a lengthy boat ride from upriver Howard Lake through a series of cliffs and narrows. I realize that ...

The nearest larger communities are the towns of Larder Lake and Kirkland Lake, respectively located about 8 km to the southeast and 19 km to the southwest. What is a baseline study? A baseline study is prepared by a project proponent (or their hired consultants) to describe the current physical, biological and human environment conditions at a project site and surrounding area prior to project developement. The Upper Beaver Project study area includes the Project site and the sur- rounding area that may be affected by the Project, as well as additional selected areas as they apply to the Project. Why is it important for the Upper Beaver Project? Baseline studies support the environmental assessment process. Understanding the current condi- tions, challenges and future plans of an area related to the Project provides a basis against potential effects of the Project that can be assessed. These ...

As you are aware, the Agnico Eagle Upper Beaver Project lies within the heart of Beaverhouse First Nation’s Traditional Territory and is heavily impacted by the project. Our community’s home base is located 2.5km from the historical argonaut mine, the current advanced exploration and the proposed operations. All, which has directly impacted and will continue to impact our community and its archaeological sites, ceremonial sites, burial sites, trails, hunting, fishing and trapping grounds. It is recommended that the Impact Assessment Agency take into consideration the additional projects surrounding the Upper Beaver Project and determine the impacts this will have on our community and our Aboriginal rights. It is also recommended that the Impact Assessment Agency take into account the current permits that other ministries are approving, thus allowing further impacts to occur during a period of time when impacts are supposed to be assessed by your agency. We appreciate the effort the Impact Assessment Agency has made to the development of these reports. Beaverhouse First Nation looks forward to hearing your response to our comments. Please feel free to contact Lands department at landsmanager@beaverhousefn.com if you would like to discuss Beaverhouse First Nation’s comments ...

  • Social Access to jobs for community members is far from the project site, so there would be limited job opportunities for Temagami First Nation community members. Training opportunities that took place in the community might allow a greater access to jobs. We would recommend considering that indigenous communities be directly involved in environmental monitoring throughout the entire project. We would like to see the positive economic effects clarified and specified. We would be interested in understanding what economic benefits the region will experience, and how long these economic benefits will last. There is a potential for this project to impact the section of highway 11 which cuts through our traditional territory. The transportation of heavy-duty equipment for mining or mine construction, or gold doré, would add to the presently dangerous conditions of this highway, making life more difficult for local residents. It is our understanding that some archaeological assessments have already been completed. We would request that copies of the assessment reports be made available, and that all parties could be assured that members of a local First Nation’s community participated in the archaeological assessment process. First Nations being directly involved in the work which reveals their own history is an invaluable step towards reconciliation which cannot be overlooked. Demonstration of need When fulfilling the requirement to demonstrate the need for another gold mine, we would request that the proponent reconcile their answer with the exclusion of gold from Ontario’s Critical Minerals list.
