• Dear Impact Assessment Agency of Canada, We must properly protect the river from proposed 7 million liters per day of sewage effluent from the Town of Erin’s Wastewater Treatment Plant Project being discharged into the West Credit River ecosystem. I am writing to express my strong support of the Coalition for the West Credit River in its request for the Erin Wastewater Treatment Plant to be designated as a Project under subsection 9(a) of the Impact Assessment Act. The West Credit River has some of the most productive Brook Trout spawning reaches and the longest contiguous habitat in the Credit River watershed. Brook trout are a sentinel species signaling cool pristine waters and natural wild spaces. Brook Trout are a highly sensitive coldwater species and their survival relies on stream temperatures no greater than 19 °C to 20 °C for any sustained period of time. I am opposed to this Project because Erin Council’s sewage plant will place Brook Trout and Redside Dace in the West Credit River in peril by destroying their coldwater habitat. • Brook trout will not survive for long with over 7 million liters of sewage effluent dumped daily into their West Credit River coldwater habitat. • Brook Trout and Redside Dace are highly sensitive species that will be subject to warmer stream temperatures, chronic exposures to elevated chloride, and possibly unionized ammonia and pharmaceuticals. • Cumulative effects in the Environmental Study Report did not address any past, present and planned projects in the subwatershed on the environment, but instead only emphasized the benefits of the Project in replacing leaking septic ...

A review of the process by environmental experts in the community call into question the thoroughness of the report. I am voicing my support of the Coalition for the West Credit River in its request for the Erin Wastewater Treatment Plant to be designated as a Project under subsection 9(a) of the Impact Assessment Act. The West Credit River flows into Halton Hills downstream from Erin and is the core element of the Georgetown's Hungry Hollow natural asset. This area and its species and species at risk are extremely important to the quality of life our residents prize. We expect that a wastewater treatment plant upstream from us would be rigorously studied and designed to protect the West Credit River both immediately downstream from the plant and further downstream in Georgetown. Background Information: We ask for a moment of your patience as we once again review the background of this Jfc^YWhtg Municipal Class Environmental Assessment (Class EA) process. As per our previous correspondence, and as part of our request for an independent federal Impact Assessment, we have numerous serious concerns with the proposed Project and its Environmental Study Report (ESR). One of the chief concerns is that the Town of Erin and their consultants, Ainley Group and WSP, along with the Ministry of Environment, Conservation and Parks (MECP) and the Credit Valley Conservation (CVC), proposed no special or innovative measures to keep the sewage effluent cool. In the case of this particular Project, it is crucial that special and innovative measures are established to protect these sensitive native Brook Trout and Reside Dace populations and their coldwater West Credit River habitat. We remain very concerned that the ESR clearly spelled out the danger of discharging large volumes of warm effluent to the West Credit River (7,120,000 litres per day) yet the earlier recommendation of an effluent temperature limit of 19°C did not appear in the final version of the ESR. I am writing to express my support of the Coalition for the West Credit River in its request for the Erin Wastewater Treatment Plant to be designated as a Project under subsection 9(a) of the Impact Assessment Act. To give a bit of perspective, to the southeast of Erin, a half hour drive through the beautifully forested UNESCO biosphere of Belfountain, which is downstream of the proposed sewage effluent outlet, brings us eventually to the northern edge of Brampton, developments which have not left space for a single tree to grow, houses stretching to the horizon which all look the same, and which were not there two years ago. This is what the current provincial government is giving approval to these days, throughout the greenbelt, even if they have to do it as forcibly as using MZOs repeatedly for commercial purposes. Living within the town of Erin, we do not feel we've been heard by our council whatsoever. None of the people within the town want this hastened development push. I am concerned that there is currently no back-stop of any kind for environmental disruptions on a provincial level. If this goes ahead, what will be next? I've lived in Erin since 1980; it needs support in developing in a sensitive way. It HAS a lot of support for developing in a sensitive way. There is a great community rallying around this issue. But what more can we do? The lands have been sold. • Dear Minister Wilkinson, I grew up and currently live on the West Credit River. Needless to say, I've seen a lot of changes made to the surrounding area, particularly in Belfountain where I live. But the West Credit River has remained fairly healthy amidst all the growth and aggregate extraction. I write Southern Ontario hiking guides for a living so am keenly aware of our need for more green space, more hiking and other outdoor pursuits. These things make people better citizens, healthier and generally more productive. At some point in time we need to stop destroying the Greater Toronto Area, of which Belfountain is part and the village of Erin is a next door neighbour. We are not only taking away wildlife habitat, but also human recreational areas and healthy human habitat. We all don't need to live in the GTA , especially when other parts of the province are dying due to lack of population. Help us help protect the West Credit. The Coalition has ascertained that there were no permits or authorizations for any of this work to take place. It is very difficult to do additional bird and tree studies when a great number of the trees and habitat were removed and burned. The ESR stated, kSite 1 does provide suitable breeding habitat for the area sensitive Savannah Sparrow, and thus qualifies as significant wildlife habitat under the PPS. As such, development and site alteration are only permitted if there will be no negative impacts on the natural features or their ecological functions. Furthermore, Site 1 contained a rare and uncommon plant species (Wild Geranium) and is located next to the West Credit PSW Complex. This winter was relatively mild and usually snow levels in the bush and forests would melt in the spring slowly, allowing rivers, streams and ponds sustainable depths and flow until April showers top up the water levels. This year there was very little snow in the bush and April showers did not arrive. Currently we have a drought in our area to such an extent the rivers, creeks, streams are very low and ponds have already dried up. My concern is that there will not be enough dilution of 7.2 million litres of effluent waste (endo-toxins, micro plastics and other chemicals) to prevent poisoning of the West Credit River should the proposed sewage plant be allowed to discharge into the river, therefore killing life downstream! This ludicrous plan of the town of Erin to allow the building of quantity 10 new subdivisions in Erin township is not acceptable. No real master plan has been completed. There are no plans for road infrastructure, changes to allow up to 10,000 more cars per day on the current roads, also no plans for recreation, parks and schools to accommodate this potential influx of homes, people and vehicles. I've been a visitor, hiker, fly fisherman and admirer of this creek for over 40 years. I've also watched the changes in other local rivers as the populations grew along them and their water treatment plants downgraded their fragile ecosystems. The treatment is not perfect and eventually the smallest and then the largest animals along and in the creeks suffer. The West Credit River has some of the most productive Brook Trout spawning reaches and the longest contiguous habitat in the Credit River watershed. • Hi Christine,   CWS has reviewed the Urban Center Wastewater Servicing Class Environmental Assessment for the Town of Erin (the Report) with respect to the potential impact on Western Chorus Frog only. There is very little information contained within the Report in order to complete an analysis of the potential impacts of the project on Western Chorus Fog – Great Lakes, St. Lawrence- Canadian Shield Population (GLSLCS). Understanding that context, CWS can provide the following basic information.   Based on the mapping provided in the Report, there does not appear to be Critical Habitat (CH) overlapping any of the alternatives provided in the report.    However while the presence of CH can be an important indictor of the potential impact on many species, CH for Western Chorus Frog (GLSLCS) is only partially identified within the recovery strategy (https://wildlife-species.canada.ca/species-risk-registry/virtual_sara/files/plans/Rs-WesternChorusFrogGLSLBC-v00-2015Dec01_e.pdf). A schedule of studies in the recovery strategy outlines the activities required to complete the identification of critical habitat to meet the population and distribution objectives and focuses on the need for additional survey information.   While the Report refers to “Western Chorus Frogs identified along the route”, without more information it is difficult to assess what potential impacts are possible or likely. The request expressed concerns about potential adverse project-related effects on Brook Trout and cold water fish habitat in the West Credit River, as well as cumulative effects from the project’s treated effluent discharge; climate change; community population growth; and related groundwater use…. Project overview The Project would involve the construction, operation and maintenance of a new wastewater treatment plant located southeast of the Village of Erin in Wellington County, Ontario (Figure 1). The Project would provide wastewater servicing to the Village of Erin and Hillsburgh. As proposed, treated effluent would be discharged to the West Credit River at Winston Churchill Boulevard, upstream of the community of Belfountain. The Proponent completed a Schedule ‘C’ Municipal Class Environmental Assessment (Class EA) for the Project and met the requirements of Ontario’s Environmental Assessment Act.
