The Ford government has restarted the project that saw its original flawed environmental assessment terminated in 2015; and proposes exempting the project (and all highways less than 75 km long) from individual provincial Environmental Assessments. Together with recent rollbacks to the Endangered Species Act, Ontario is clearly not going to adequately assess the impact of these highways. Highways make it difficult for animals to navigate, cutting them off from dens and separating them from their food sources. Connected landscapes can ensure the chances of survival for species. In the Greater Golden Horseshoe, only 3% is protected and we have the highest number of species at risk, more connectivity is needed not less. The 413 would bisect the sensitive headwaters of four watersheds, including the Sixteen Mile Creek, the Credit River, Etobicoke Creek, and the Humber River. The Bradford Bypass would pinch off the Holland River and cross the provincially significant wetland of the Holland Marsh. This would severely impact water quality for Lake Simcoe and downstream to Georgian Bay. Over 85 stream crossings have been identified for the 413 proposal alone. These highways would benefit only the developers, and would destroy some of the best farmland in Ontario as well as wetlands and forested countryside. Although these highways would cost billions of taxpayers’ dollars, they are not needed. There are better alternatives such as putting some of that money towards GO and other transit. Highway 407, very near-by, is underutilized. Highway 413 would only reduce commute time by minutes. These proposed new highways would lead to significant residential sprawl, more car dependency and take us further from the goal of compact and complete communities. These highways would pave over prime agricultural lands and numerous natural areas. Highway 413 would impact at least 85 stream crossings and damage or destroy up to 75 wetlands, 28 of which have been designated as PSWs. These streams and wetlands are home to and support many plant and animal species. The salt runoff would further damage the ecology of the area. The Holland Marsh Highway or Bradford Bypass would be built through the Holland Marsh, a significant wetland area, agricultural area and wildlife habitat. As the Ontario government plans to begin some work before completing its environmental assessment, fish and migratory bird habitat will not have been identified. Fish habitat would be disturbed or degraded, including habitat for the Redside Dace, a federal species at risk. These highways would have negative effects on migratory birds. We purchased this property because of the natural beauty, it lies next to TRCA lands with a dense forest and ravine and the Humber River runs only a few hundred metres from our home. It is extremely disappointing to hear that the Provincial Government is proposing to proceed with constructing Highway 413. It is extremely disappointing that you have shown support for this Highway. We make this request because we have significant concerns about the highway’s impact on biodiversity and the increased greenhouse gas emissions it will foster. According to the Toronto and Region Conservation Authority, “Over 1000 ha of land identified as important for local wildlife movement, some of which is also important at a regional scale, will either be removed or intersected by the proposed highway.” Ecojustice, an environmental law charity, states, “The proposed highway and its corridor will destroy a combined 5.95 km length of forests that support many sensitive forest bird species, and other wildlife and plants. This includes destroying seven entire woodlots, portions of other woodlots, and bisecting numerous forested valleys.” Ecojustice adds, “The highway will destroy or partially destroy 75 wetlands, 28 of which are designated by the Province as provincially significant. These wetlands are critical to the ecological heath of the Humber, Etobicoke and Credit River Watersheds.   • A N A L Y S I S R E P O R T 1 ECCC – CWS – April 22, 2021: Preliminary Analysis of Conservation Risk of Federally Listed SAR for GTA West and Bradford Bypass Projects Document has 3 sections: Summary, Federally Listed SAR Species List by Project, Species of Concern Summaries Purpose: To provide an analysis (based on the best information and data available) on the potential conservation risk for federally listed species at risk in relation to the proposed GTA West and Bradford Bypass Projects that are currently being considered for designation by the Impact Assessment Agency of Canada (the Agency). Key messages:  The critical habitat of three terrestrial species at risk may be impacted by the proposed GTA West Project. In particular the crossing at the Humber River is likely to impact the critical habitat of the western chorus frog if not properly mitigated.  There is no critical habitat for any species at risk that may be impacted by the proposed Bradford Bypass.  Impacts to species at risk critical habitat can possibly be mitigated but more information is required. If the Agency decides to not recommend designation for the project, it will be important that mechanisms are in place under the provincial EA process to ensure there is an appropriate mitigation strategy for the project to avoid and reduce effects on species at risk, most critically for the Western Chorus Frog and Red-Headed Woodpecker.  A key consideration for the GTA West project is to protect unprotected portions of critical habitat for two species (Western Chorus Frog and Red-Headed Woodpecker).   • Premier Ford has gutted our province's environmental protections so that he can build a highway that only benefits the developers who bankroll him. It offers no benefits to the people of Ontario while destroying precious natural habitat. We in Ontario desperately need the federal government to intervene to stop a project that is corrupt, cynical, and harmful to our environment. Minister, we need your leadership.   • The Regional Municipality of Halton THE FOLLOWING RESOLUTION WAS APPROVED BY REGIONAL COUNCIL AT ITS MEETING HELD WEDNESDAY, MARCH 24, 2021 WHEREAS all four Municipalities in Halton have declared a Climate Change Emergency; AND WHEREAS on September 11, 2019 the Region of Halton declared a Climate Change Emergency; AND WHEREAS the GTA West project will lead to more urban sprawl resulting in more GHG emissions; AND WHEREAS responding to the climate emergency requires immediate re- evaluation of all transportation plans to ensure that those investments help to reduce GHG emissions; AND WHEREAS the COVID-19 pandemic has fundamentally altered the way we work, and the full impact on the long-term travel and mobility choices of people and goods is not yet fully understood and is likely to reduce the need for this highway; AND WHEREAS we encourage that we work and live in our own communities where possible to help reduce GHG emissions; AND WHEREAS 2,000 acres of farmland and 400 acres of environmentally sensitive land will be destroyed if this highway is constructed; AND WHEREAS a significant portion of land required for the GTA West project in Halton is prime agricultural land with outstanding soils that will be lost forever; AND WHEREAS the COVID-19 pandemic and other impacts related to climate change represent a threat to food security, where the protection of agricultural land must be a priority to enable food production for the long-term health, sustenance and resiliency of the population; AND WHEREAS the GTA’s Agricultural System is critically important to ensure an economically viable agricultural industry and rural landscape over the long-term; AND ...

  • A N A L Y S I S R E P O R T 1 Draft Analysis Report for GTA West and Bradford Bypass Projects ECCC – CWS – Orig April 15, 2021 (modified v5 April 16, 2021) Summary of Considerations and Risks The proposed projects would occur almost entirely on non-federal lands; there is possibility that a very small area of federally-owned land (approximately 40 to 50 metres away from the right-of-way) may be affected. With respect to terrestrial species at risk1, mechanisms for protection exist under a combination of environmental assessment legislation and endangered species provincial legislation. Outside of any environmental assessment process, the Endangered Species Act (ESA) provides protection for species provincially listed as threatened and endangered, and their habitats. For migratory bird that are also species at risk, the federal Species at Risk Act (SARA) and Migratory Birds Convention Act (MBCA) provide protections for individuals, nests and other residences. Impacts that cannot be avoided (e.g., through timing restrictions) could trigger SARA permitting requirements. There are currently no federal Orders that would bring SARA prohibitions into force with respect to individuals or residences of non-migratory birds (i.e terrestrial species), or with respect to critical habitat for any species at risk in the project area.
