Further to the enclosed response form, the province wishes to reiterate concerns regarding the application of Sections 54(b) and 55 of the Physical Activities Regulations (Projects List). The area-based thresholds used in the Projects list for railway yards without explicit focus on federally regulated lines, has the potential to capture all railway yards and railway yard expansion projects in Saskatchewan that incorporate a loop track configuration, including those exclusively under provincial jurisdiction and those that pose minimal environmental risk. Based on our understanding of the NWT Expansion Project, it will be entirely located on previously disturbed, private land and have minimal potential to cause adverse effects in areas of federal jurisdiction or to impact the rights of the Indigenous peoples of Canada. As such the province does not believe the NWT Expansion Project warrants an Impact Assessment (IA).   • Please consider this correspondence the Town of Unity's continued support for the Great Sandhills Railway Switching Operation at North West Terminal Project. Agriculture and related railway infrastructure is essential to the economic wellbeing of the Unity District- this proposed project will significantly improve the efficiency and enhance the capacity for agricultural producers to effectively market and export their products. The Town of Unity's Official Community Plan states, "The Town of Unity shall work with the Rural Municipality of Round Valley to promote inter-municipal partnerships adjacent to the Town's urban boundary to minimize potential land use conflicts"- this project, located within the Rural Municipality of Round Valley does align with the land use of Industrial designated peripheral lands within the Town of Unity. With both Canadian National Railway and Canadian Pacific Railway main rail lines travelling through the Town of Unity, the project's goal to decrease backlog and increase efficiency of rail travel and transportation would be positive for the Town of Unity. Proposed job creation and financial benefits to agricultural producers in the Unity District would be welcomed by the Town of Unity to support local economic development. The Town of Unity sincerely supports the funding and the approval of the Great Sandhills Railway Switching Operation at North West Terminal Project.

Health Canada participates in the impact assessment process as a federal authority under the Impact Assessment Act (IAA). Health Canada makes available specialist or expert information or knowledge in its possession, at the request of the Impact Assessment Agency of Canada (the Agency). initial Project Description is to verify that the potential health impacts of a project are properly identified for the purpose of determining whether a federal impact assessment is required. Health Canada has reviewed the initial Project Description and provided input, where appropriate, in the attached Federal Authority Advice Record. Should the Agency determine that an impact assessment is required for the Project, Health Canada can provide expertise on issues that are addressed within its departmental mandate.
