  • Dear NL Offshore Projects Staff,   Per prior communications with Susie Addison, attached are NCC's complete comments on the Draft EAs and Potential Conditions for the three projects indicated. We greatly appreciate the added flexibility in light of health issues and the COVID-19 pandemic.   Please note that the two sections on Potential Conditions (parts V and VII) are unchanged from the text previously sent (which dealt only with potential conditions). In other words, staff has already seen NCC's input on Potential Conditions.   Please further note that for the input dealing specifically with the Draft EA Reports, the summary of our Key ...

  • We are writing to express concerns regarding the conclusions on the potential impacts of underwater noise emissions associated with the BHP Canada Exploration Drilling Project on marine mammals presented in the Draft Environmental Assessment (EA) Report. Our major concerns are as follows: Mitigation measures are too focused around vertical seismic profiling (VSP) operations and auditory injuries. The Impact Assessment Agency (Agency) minimizes the actual duration of proposed operations and potential spatio-temporal overlap with other concurrent projects.   The Agency fails to consider the impacts of anticipated drilling-noise induced ...

  • We are writing to express concerns regarding the conclusions on the potential impacts of underwater noise emissions associated with the BHP Canada Exploration Drilling Project on marine mammals presented in the Draft Environmental Assessment (EA) Report. Our major concerns are as follows and discussed in more detail below. We conclude with some recommendations on how to address the identified shortcomings. 1. Mitigation measures are too focused around vertical seismic profiling (VSP) operations and auditory injuries. 2. The Impact Assessment Agency (Agency) minimizes the actual duration of proposed operations and potential spatio-temporal overlap with other concurrent projects. 3. The Agency fails to consider the impacts of anticipated drilling-noise induced displacements of individual animals and their population-level consequences. 4. The Agency minimizes the importance of the project area for marine mammals 5. The assessment of cumulative effects is incomplete ...

  • April 3, 2020 Agency File No.: 80174 Joe Vidger Impact Assessment Agency of Canada Project Manager – Newfoundland and Labrador SENT BY -EMAIL to: Joseph.vidger@canada.ca Subject: NRCan Review – EIS – BHP Canada Exploration Drilling Project On March 5, 2020 Natural Resources Canada (NRCan) received a request from the Impact Assessment Agency of Canada (the Agency) to review the Proponent’s Environmental Impact Statement (EIS) for the BHP Canada Exploration Drilling Project. NRCan has reviewed and provided comments (see attachment 1) on the information in the EIS relevant to our areas of expertise, which for this project are in marine geohazards and oil spill behaviour. In addition, NRCan provides a list of references to be used by the Proponent on geohazards and the geology of the area. Unfortunately, NRCan cannot currently provide expertise in emissions from the storage and flaring of hydrocarbons. NRCan is happy to discuss this ...

  • 1 NRCan’s Technical Comments – EIS – BHP Canada Exploration Drilling – Annex 1-4 ANNEX 1: Advice to the Agency Table 1: Please use the table below to provide advice for the Agency’s consideration in its recommendation to the Minister of Environment and Climate Change and preparation of draft conditions Questions Responses/Comments  Has the Proponent described all project components and activities in sufficient detail to understand all relevant project-environment interactions? If not, identify what additional information is needed. Geology and geohazard relevant to the project have not all been identified by the Proponent. This includes gas hydrates, steep slopes, slope instability, sediment failures, sediment preconditioning, fluid escape, diapirs and weak sediment layers. NRCan is of the opinion that current oil spill models do not adequately consider the fate of the heavier components in the oil. Please see Annex 4 for additional ...
